I, Katherine L Adamson, duly qualified and acting County Auditor for the County of Fulton,
Indiana, do hereby certify with regard to all proceedings of the date above; that all of the subjects
included in the foregoing proceedings were contained in the agenda for the meeting, kept
continually current and available for public inspection at the office of the County Auditor; that
such subjects were contained in said agenda for at least twenty-four hours prior to said meeting;
that the minutes of the meeting were in written form and available for public inspection
immediately following approval of the body which held the meeting; that all news media
requesting notification concerning meetings of said body were provided with advance notification
of the time and place of said meeting and the subjects to be discussed at said meeting.

Meeting called to order by Councilman Ron Dittman at 4:00 p.m. with Pledge to the Flag. Present: Council
(Ron Dittman, Pete Karas, Steve Fishburn, Barry Baldwin and Chayse Thompson) and Commissioners
(Bryan Lewis, Rick Ranstead and Dave Sommers) and Auditor (Katherine Adamson).
BakerTilly Bond option - Jason Semler presented options on future bonding for Fulton County. He
presented three different options from $5,000,000 to $7,000,000. He discussed the payment options as
well as the interest rates. He discussed the effects of SEA 1. He discussed the potential tax rates. He
discussed the timeline if the County moves forward in establishing a new bond.
Comprehensive Financial Plan - Susan Cowen presented the comprehensive financial plan for the
county. She discussed that the numbers presented were estimates as it is unknown how SEA 1 will affect
the county by 2028. She discussed the SEA 1 and some of the affects to the county. Susan discussed how
the LIT will be done starting in 2028 when we have to re-establish it. She stressed that LIT would have to
be done by October 1st of each year. Townships and other units will have to request distributions in the
future. Susan discussed the maximum levy rate and how it will affect the future funding. She discussed
future road funding as well as other funds. If the County keeps to the 82-85% spending in the budget the
numbers will not look as bad. There was a lot of good information presented.
Discussion of getting a list of needs and wants together to have the discussion of whether the county will
move forward with a new bond issue.
Adjourn - Commissioner Dave Sommers made a motion to adjourn at 5:24 PM. Councilman Pete Karas
seconded; motion carried 8-0.
