I, Katherine L Adamson, duly qualified and acting County Auditor for the County of Fulton,
Indiana, do hereby certify with regard to all proceedings of the date above; that all of the subjects
included in the foregoing proceedings were contained in the agenda for the meeting, kept
continually current and available for public inspection at the office of the County Auditor; that
such subjects were contained in said agenda for at least twenty-four hours prior to said meeting;
that the minutes of the meeting were in written form and available for public inspection
immediately following approval of the body which held the meeting; that all news media
requesting notification concerning meetings of said body were provided with advance notification
of the time and place of said meeting and the subjects to be discussed at said meeting.

Tuesday June 17, 2025
MEETING CALLED TO ORDER at 5:00 PM with Pledge to the Flag. Present: Ron Dittman, Barry
Baldwin, Steve Fishburn, Patty Geier, Randy Gundrum, Pete Karas, Chayse Thompson and Auditor
Katherine Adamson.
ABATEMENTS:
ROCHESTER IRON & METAL - Linda Beckman ( controller) discussed the abatements being late and
took credit for the lateness. She discussed changes from this year's abatement to last years. Council
Member Randy Gundrum motioned to continue the abatement for Rochester Iron & Metal for year 25 pay
26, Council Member Chayse Thompson seconded, motion carries 7-0.
ROC FABRICATING-Linda Beckman also does this one and it is the same situation as previously
discussed. Council Member Barry Baldwin motioned to continue the abatement for ROC Fabricating for
year 25 pay 26, Council Member Patty Geier seconded, motion carries 7-0.
RAMER PROPERTIES LLC - Marvin Ramer discussed a local attorney was going to stop doing
abatements. He discussed filling the form out and having brought it in. He showed appreciation for the
county's help. Council Member Steve Fishburn motioned to continue the abatement for Ramer Properties
LLC for year 25 pay 26, Council Member Pete Karas seconded, motion carries 7-0.
PIKE LUMBER - Sent in forms for the abatement on time. The auditor and council members discussed
the time left on a few abatements. Council Member Steve Fishburn motioned to continue the abatement
for Pike Lumber for year 25 pay 26, Council Member Randy Gundrum seconded, motion carries 5-0.
Council Members Ron Dittman and Barry Baldwin abstained due to an affiliation with the company.
PUBLIC DEFENDER - MacKenzie Breitenstein discussed her needing an additional appropriation due
to an increase in her case load. There has been no slow down and a continuous growth in cases. They
have to provide their services legally so they need more funds. They are wanting to bump their part-time
to full time. They are hopeful that additional full time will help with case load. The weight of cases has
changed so the amount of cases the public defender can take has decreased. She also discussed the
previous appropriation she had asked for and it all being spent already. She also discussed the transfer
request they will see briefly. Auditor Katherine Adamson discussed that it will have to be presented at the
next meeting. Council Member Chayse Thompson motioned to approve the additional appropriation,
Council Member Patty Geier seconded, motion carries 7-0.
DEPARTMENT HEADS:
IDGHWA Y - John Geier discussed the routine work they had been doing. They will start on Bridge 161
on Wednesday because there was difficulty coordinating with NIPSCO about starting the bridge.
E911-Brittney Thompson discussed the training she and Jennifer Duff had last week. July 81 h they will
be going live with priority dispatch. She is expecting next week to be rough. They are starting the Police
side next week and the Fire side they may wait until next year to do. They know who they want to hire
but are waiting for them to accept before they let the other applicants know. Once they hire, they will be
fully staffed.

SHERIFF - Travis Heishman discussed the reports. Shepherds had reached out the previous week
regarding a 2025 Chevy Pursuit Truck they had purchased by mistake. He would like to purchase it as it
would allow them to get rid of another Durango. Shepherds is willing to sell it for $51,300. He proposed
the 1114 LIT Special Purpose fund to-transfer from 3 1007 to 22000 as an option. They discussed the
Durangos they currently have and where they are standing. Council Member Steve Fishburn motioned to
approve the purchase of the Chevy Pursuit Truck. Council Member Chayse Thompson seconded, motion
carries 7-0. They had a Chevy Silverado that was originally going to auction, however, Kerry Fear had
shown interest in the truck so they are wanting to give it to him. The Commissioners had approved it the
night before. They also approved the auction of some air conditioning units. Chad Calvert got the storage
cleaned out prior to the lease ending. Judy Shawley will be retiring from the Merit Board. Jesse Atkinson
will replace her. Travis presented the Laser Shot Proposal. It is training on de-escalation of situations.
Council Member Randy Gundrum motioned to approve paying the Laser Shot Proposal from Commissary
and Jail Operations, Council Member Steve Fishburn seconded, motion carries 7-0.
FC HOPE - Amy Roe gave an update list for Beaman Home availability. They are looking into
permanent options as Domestic Violence situations in the county are not decreasing. The funding for the
permanent wanning shelter did not get approved. They also discussed other possible options for funding.
On October 201 they will have their first Mental Health chat. They will be partnering with 4C Health and

providing dinner. Mental Health issues are not decreasing so they are wanting to provide methods for
addressing the issue as well as resources to help. They run on a two-year strategic plan. So, they will have
a new plan at the end of 2025. The website should be updated and so should the brochure. She also
discussed doing Loaves of Love and how they will use the money they make from that.
MINUTES - Council Member Pete Karas motioned to approve the meeting minutes from May 201h,
2025, Council Member Chayse Thompson seconded, motion carries 7-0.

Pete Karas to accept. Steve Fishburn seconded; motion carried 7-0. Drainage Board - Rainy Day was
presented. After discussion, it was tabled until the Surveyor could be present to answer questions. Motion
was made by Pete Karas to table until the next meeting. Steve Fishburn seconded; motion carried 7-0.

OLD BUSINESS - None.
NEW BUSINESS - The Council discussed the budget dates. They will hold them in July. They decided
to do them on July 15th if it would not be too hard on Fair Week. They decided to do July 15th at 9:00
A.M. As of July 1st, all meetings in the meeting room will be live streamed.
ADJOURN - Motion to adjourn, Council Member Pete Karas motioned to adjourn at 6: 18 P.M. Council
Member Randy Gundrum seconded, motion carries 7-0.
