I'm really here tonight to really shine a light on a little bit of a subject that should be of concern to everyone here. It certainly is to me and all of us in Chemung. And I'm talking about some things that are happening or have been happening to the Chemung County Industrial Development Agency, heretofore I'll refer to simply as the IDA. Down in the town of Chemung, we have the large CVS distribution center. They were granted a pilot 20 years ago, and I supported that. Obviously before, just simply a cornfield with no water, no sewer, no electric, no anything. So that's great. Unfortunately, they were also granted a two-year extension last year. But here's the thing that concerns me with CVS in particular. Again, I'm not here to argue about the... PAYMENT IN LIEU OF TAX AGREEMENT, BUT THE DISTRIBUTION OF THE PROCEEDS IS A BIT PROBLEMATIC FOR ME. CVS PAYS THE IDA $634,000 TWICE A YEAR, $1.268 MILLION. LAST YEAR, THE TOWN OF CHIMONG RECEIVED OUR LARGEST PORTION OF THAT THAT WE'D EVER GOTTEN, 22 GRAND. The prior year was 20, and two years ago was 18.5. The county received last year out of 1.268, $235,000. The IDA, they kept for themselves, 375. So just in the past three years, collectively, by the way, the school, WHERE THE SCHOOL SYSTEM ALSO GETS A PIECE OF THAT. OVER THE PAST THREE YEARS, OUT OF THOSE PROCEEDS, THE COUNTY HAS RECEIVED $636,000. THE TOWN, JUST $61,000. THE IDA, FOR THEMSELVES, $1.2 MILLION. PLUS, THE COUNTY KEEPS A PORTION OF THE WEAVELY SCHOOL PILOT PAYMENT. FOR A GRANT TOTAL OVER THREE YEARS, AGAIN, six thirty six sixty one the idea over one point six million dollars no maybe that's not a problem for a lot of people it's a problem for us the two-year extension loan for the town of schmoe is going to cost us had they been put back on the tax rolls just based on the current property tax rate it's going to cost us around two hundred seventy five thousand dollars Secondly, we'll move off that topic, why we're handing pilots to solar farms is way beyond me. The solar farm in Chemung that's proposed received a pilot agreement. Out of that, the town's going to receive maybe $25,000 and change. Had they been left on the tax rolls, the town would receive $155,000. So, again, by the way, they haven't even paid, as of last Friday, they hadn't even paid that, their pilot payment, which was due four months ago to the school district. So they now have an $82,000 hole in their budget to receive nothing. But beyond that, now I come to understand we've also handed a pilot to a travel plaza out here on Church Street. Now, you can... CALL IT WHAT YOU WANT. YOU CAN PAINT A PIG ORANGE AND PUT BLACK STRIPES ON IT. IT'S NOT GOING TO BE A TIGER. IT'S A SEA STORE WITH PUMPS OUT FRONT. WE'RE GOING TO GET A PILOT. IT'S GOING TO BE OFF THE TAX ROLLS FOR 20 YEARS FOR THE FOUR CITY LEGISLATORS IN PARTICULAR. HAD THAT BEEN BUILT AND LEFT ON THE TAX ROLLS BASED ON THE CURRENT TAX RATE, THE CITY WOULD RECEIVE IN PROCEEDS ANYWHERE FROM $275,000 to $350,000 a year. Now, you're probably going to receive a percentage of a crumb as handed out by the county ID, Mr. Marguson in particular. So, just a heads up, keep your eyes wide open. Before the ID comes to your community to offer help, I can tell you in Schmung, we can't afford much more help than the Schmung County IDA. And thank you. Anything else under old business? Any new business? Mike, go ahead. Thanks, Mr. Chairman. First of all, I'm not a, by any means an expert on a county charter. I have read it a number of times and I refer to it regularly. And I have been reading it the last few days after having received the invitation to the county, state of the county address. and i would just like to bring a couple things to your attention first of all article three of the charter deals with the executive branch section three oh two speaks to the powers and duties and paragraph each specifically speaks to the issue of this state of the county issue and what it says is report to county legislature annually at the close of the fiscal year or as soon thereafter is practicable but in no event later than the first day of March and at such other times as the county legislature shall direct the activities of the several administrative units of the county during the proceeding fiscal year in such detail as the county legislature shall direct. I think many of you will recall that over the past seven years of the current administration we have had a report of some type Generally, at our urging, I believe we'd all agree we've had to ask, please, to have the executive come up and give us this information. And I expect that all of you, like me, have received an invitation to this state of the county address that's going to be held at the Clements Center on March 26, 2026. This is the invitation I think we all got. And I have a number of concerns surrounding this event. First of all, I would like to know how many invitations were sent out. Secondly, I would like to know who paid for the printing of the invitations, who paid for the mailing, and the return address labels, and who paid for the postage. There is no attribution on this invitation saying that it was paid for by anybody. So I must conclude that it's been paid for by the county's taxpayers, which I have some concern about. I note that both the return address and the RSVP are directed to the county executive's office. So as I said, I have to conclude that this is being funded by our county taxpayers. Number three, who's paying for the Clements Center, which is the location where this address is going to be presented? I have to believe that there is a cost associated with opening the Clements Center facility. FOR UTILITIES, FOR CLEANING OF THE FACILITY AFTER THE EVENT. NUMBER FOUR, WILL THE EVENT BE LIVE-STREAMED? WE HEAR OFTEN THAT THE EXECUTIVE WANTS ALL OF OUR MEETINGS LIVE-STREAMED, WHETHER IT'S OUR COMMITTEE MEETINGS OR THE MEETINGS OF THIS FULL LEGISLATURE. THIS HAS BEEN A HALLMARK OF HIS ADMINISTRATION THESE SEVEN YEARS, THAT HE WANTS EVERYTHING LIVE-STREAMED, AND SO WILL THIS ADDRESS BE LIVE-STREAMED, AND IF SO, will county employees be required to set up an operate a live streaming capability if so who's going to pay them is this event is being held after normal business hours who's paying for the reception of the center town social there is any social reception to immediately follow this address at the center town social location and again you rsvp to the executives office and i'd be interested to know if some person group or organization is paying for this or if this is also being funded by the county's taxpayers this event state of the county address appears to me and i would say this is just my opinion this is a blatantly political event that is orchestrated by the county executives reelection campaign we've not seen anything like this previously we've had reports from him he's come here he shared the information with us but never has there been uh... production of this nature if county taxpayer dollars are being used to fund any part of this then there should be full disclosure from the county executive it's exactly what's being paid for by our taxpayers and what's being funded by other groups or organizations, whether it's his election campaign, himself, whoever. Additionally, if outside funds are being used, then the source of those funds should be revealed. I'm concerned that there may be violations of campaign finance laws here. There certainly needs to be a clear separation between reelection campaign activities and the discharge of the duties of county executive and i believe that our attorney the legislature's attorney should probably contact the new york state board of elections the new york state attorney general in new york state comptroller's office and request that this issue be investigated i think we need to understand exactly whose money is paying for this event i do not believe that it's appropriate any county taxpayer dollars should be used promote the county executives re-election campaign if there are explanations for all of this i certainly think that we should hear it in the interests of full transparency which again uh... the county executive is often touted as a part of his administration he wants transparency i think we need it here and so uh... i thank you for your time sir thank you mike party uh... thank you mister chairman This past weekend I received a message from a number of retired teachers who had attended the function at the Wings of Eagles honoring Eileen Collins. And they made a recommendation and asked if I would discuss it at our meeting this evening. They recommended that the airport be named after Eileen Collins. Eileen Collins is certainly an extraordinary and successful woman, and she deserves, I believe, some sort of recognition. Whether or not that includes naming the airport for her, I don't know. I would like to have all of you give some thought to this, and perhaps we can discuss it at our committee meetings in a couple weeks. If you have any thoughts, please reach out to me. But I do believe it's something, even if we don't name the airport for Eileen Collins, her accomplishments are a great deal of pride to this community. I was wondering if we could ask Matt, even if it's a verbal or maybe an email, if he could give us an update on the status of several of our projects that came through the legislature to make sure that everything is in order, that, you know, they're going down the road because I don't know what the, at the end of 26, Adam, is the money need to be spent? It needs to be spent for that, 26. So I just want to make sure, I don't want to wait until the middle of April if we don't have to. The ones that I would like to know about are John Jones, and I'm pretty much up to speed on that one, but I'd like to hear what Matt has to say.
