Are there corrections to the minutes of the January 15th, 2026 Parks and Recreation Advisory Board meeting? Hearing none, the meeting is presented. Our first general business item tonight is the Coyote Ridge Park renovation update brought to you by Parks Recreation and Open Space Director Marcus Graves. Marcus. Yeah, it just gives you a little update on where we're at, because Coyote will be coming at us fast and furious as we get into this year. We're still on our timetable right now. On the back end, we're doing things. We just did the 50% drawings, did the sit-down on that, and flipped through those to make sure we're still on track with everything there. We've done our geotech testing has been done, so they're working on that and putting that in. You may have seen a coyote if you... There's so much going on out there. A lot of it's water, but there was one day where there was a big rig out there doing soil testing for coyote. So we've got that done so they can start putting that. So now in the 75% plan, the geotech will be put in there. So all the geotesting, earth testing, everything will be put in there. We are getting the stamp drawings on the vault toilets. So those kits are all good to go. And then we've got... So they said the timetable's good. Looking at, I think it'll be April-ish is when the bidding will close, bid net will close, and then we'll go to council for the recommendation on the vendor for that. So prior to that, we'll have many more meetings, a couple more for us to go into that to give updates to make sure we're still on track and everything on that. So we're doing good. So it's not, I mean, it's not really exciting, but it's exciting. We've got our construction costs. These aren't just estimates based on where we're at in the project and the architects looking, trying to project. And from the last, from the original one to 50% actually went down 100,000. Yes. In the current environment, I'm used to seeing it go up. Yeah. So that's encouraging. Now, when it's all said and done, we don't know, but at least it's encouraging that we're seeing momentum in the opposite direction initially. So that'll be good. And if it's anything like the community center, which we'll talk about later, we will have a lot of interest in vendors wanting to do that because we did on the community center as well. As far as the updates for that, some more to come when we get to the 100% drawings and book. That's what I'll bring to you guys so you guys can at least put eyes on it. It's about 134 pages of pretty dry reading, but at least you can see on what you guys have been discussing and where things are going. Excellent. Okay. Are there any questions for Mr. Graves on that? No? No? Okay. Thank you. Thank you so much. Our next item of business is the perimeter landscape design recommendations adjacent to the Monarch Boulevard and Buffalo Trail roundabout. Once again, our staff presentation will be given to us by Marcus Graves. Last meeting, we kind of ended on this because we wanted to put a third option on there. I'm glad we did because when I went out and looked at it, that cobble, that great cobble is all up and down Monarch. It goes into Buffalo. So we'll kind of show you the slides starting with the first one. It's really hard to see. Maybe if I can turn down the lights a little bit. I'm trying to zoom in. Yeah. If that helps. If you do, it's Marcus, they're the ones over here and just the bottom one. Yeah. There you go. Yeah. They're very subtle changes. Yeah. They're very subtle changes. And this was the best angle I could do that gave you an idea of what the roundabout looked like. And really between the splayed and the vertical, you can't tell anything. Really what we're looking for your recommendation is to go the landscaping or the cobble. And the cobble is all over out there. So that's why when I did my staff recommendation, on recommending that just because of the maintenance aspect and it matches Monarch really well. But on that side, please. Well, let's go to the next one. See, as you can see displayed, the difference was displayed, gave a look that was fanned out. So that no matter where you're at in the roundabout, you kind of get a good look on that. Whereas the other one was more vertical to match the gateway entry that we have, where it's vertical. That makes sense because it's not a roundabout. So that's why we kind of came to you on that one. But as you can see on the cobble on this one, it throws you off because it shows houses on the other side. The houses are actually, there's cobble on that side and a retaining wall. And then there's cobble all the way down on both sides of the sidewalk or right up next to the street. And they've done all of Monarch like that. They'll be doing Buffalo like that. And it serves a couple things. One, it's water-wise that we're trying to be better off on how much water we're throwing on turf. And then lower maintenance. And then it also helps with when we put the ice slicer down and we, if we ever get snow again, we push it up onto the edge of the road. And it is, even though it's not awful on the grass, it's still tough. Yeah. So that's why they've really... Public Works has been the one really driving that cobble situation. So that's why I wanted to put that in front of you guys for a recommendation. So I'll kind of let you guys discuss what you want. I put my staff recommendation, but again, really want to hear from you guys as you guys have been having a lot of input on these roundabouts. Even though they're the small little details, it certainly helps to hear from our community members. Quick question for you. Microphone, please. It's okay. Are we on? The cobble, are you talking just on the exterior side of the roundabout? You're not talking some of the interior as well? No, just the exterior. The interior had already been improved, as you can see. That's a good design of what the interior will look like. put an art installation on there just as a placeholder, that's not exactly what it will look like. There will be some recommendations actually from this group what that art installation will be, but there will be an art installation at some point in the roundabout. I did go down there the other day, actually shortly after our last meeting, because I was curious, and I would concur with you completely that that probably makes a lot more sense. I actually see some areas where not only does the ice and the snow get piled up, wouldn't be surprised to see a car or two, you know, off the road on the outside of that somewhere. And I guess I'd rather have them run over a bunch of rocks than somebody who's hard to work on with a planter and everything. I missed that. Yeah. Oops. You missed that. Right. Anyone else have any questions for Marcus on this? No, I think none. I think that's a great idea. Anything that saves water, yeah, I think that's going to become an increasingly important issue of medicine already. And I think the continuity of monarch, too, that gives a nice uniform appearance. So the question I had is we're not discussing a land in the middle, Mark, right? Correct. Yes, yeah, public works has already established that part, and they're moving forward on that. So all the landscaping you're showing, that's not... Correct. It's just we wanted some guidance on that exterior. And when we first did it, it was all dirt and mud. And now, if you look at it in the last couple weeks, it's very obvious. It looks... It's beautiful. They did a great job. But you can kind of see where, as you were saying, the continuity is really showing right now. So can you go back to see the... Sure, please. When I was looking at the packet you sent, I was drawn to the landscape and the tall trees as a safety issue. Yeah, there is going to be a four-foot height restriction. I have to get that exact number, but it's the same as the height restriction that's on the Hampton Canyon one. They do have a height restriction on that as well. So I think they took a little bit of artistic... You see the other side. Yes, but there is a height restriction that they worked out through what's on the toll as the engineer worked it. And you have more people running in the middle of it still, because I drive it a lot, and at night, it's still sometimes, that should be my surprise. I'm used to going there. kind of sneaks up on you. And that's one of the reasons I always like to use the breeze and lights to catch your attention if you know something's up there. Yeah, it seems to be inevitable on these. We haven't, since they've done the nice filled dirt and stuff, we haven't seen tire tracks on it yet. But we have on that, the last snow snow, we saw tracks right up and over the big one. So yes, that is a pacer. It's kind of a question, so the the sidewalk along that way, to Richard's earlier point, it's fairly level with the roundabout. And so I've been walking or running down the sidewalk thinking like, oh gosh, if somebody missed the roundabout and went up, it's like there's not much in between. So would the cobble be in between the side cobble, Marcus? I'm curious if there would be anything between the sidewalk and the roundabout with any of this late escaping. I'm trying to think right now of how it is. I'll follow up with you on that because I can kind of see it in my head, but I don't know. I can't remember exactly where it is. I do think it is an island, and that's why we were talking about it, that this is an island between the sidewalk and the road. So if the road isn't, the sidewalk doesn't go right along there on that section around, they're on the far side of the section around it. Actually, there is cobble there too. Yeah. Yeah, where the bench is. Yeah. No, but I guess, yeah, there must be cobble in the sidewalk and the road. And I'm not pulling up. Yeah, and I do want to say that it does. I'm trying to see if on the GP, this thing reloads pretty frequently. So let me see if they have a bug. Yeah, well, I mean, it's nice. The bench is great. The steps are great. So many nice things about it. They don't. It shows an interruption still. But I will follow up with you. I do think there is rock in between. Our final item of business is a continuation of trail section naming recommendations for trails 15 through 23, which Marcus will lead. All right, so this is exciting. This will get us, if we get through all these tonight, it'll be the whole, the west side of I-25, which then leads us to signage and everything else that we can start on. So that's pretty cool. We're the ones, we've already had council approve some. It looks like one, two, three, four, five, six of them because we combined. And then we have recommendations for five more, but we're putting that as a package to councils or whatever we come up with, and we'll do it all together to get all those passed on that. So we have a list here of what they are, if that helps. We have for the exercise, you know, some brainstorm. You can write those down. And then on the final sheet, because that will be a big, large motion. when we're going through it. Then you also have a map here that's somewhat hard to see. So I'll be up, I'll actually stand up on the map here and kind of bring that to everybody so that you can look at that too. And we'll just keep going through the exercise. We'll write stuff down. We'll kind of, after we get about three or four options and everybody's pretty happy with them, then we'll whittle it down to one from there. And that seemed to be a good process. So I'm going to... So there's elevations. that's the yep that's what it's called and then we've got twisted oak as one of the strengths in there Esperanza and twisted oak and buffalo. We kind of use buffalo. Yeah. We can do like twisted oak tributary, like put it all together. I like the tributary trail. So twisted. Twisted oak tributary. Yeah. How big is the sidewalk? I mean, as you're walking, just think about when you're walking and where you're at in the fall and you're telling somebody to meet you if you have a sentence that you're saying that's probably not the best. So, the longest one we've found, Crooked Prairie Loop, Valley Ridge Way, Daniel State Trail. What else? And you guys, if we could keep our microphones on. Anybody? I like, I just like it because I think it describes the trail exactly what it does. Yeah. The Twisted Oak Crossing. Twisted Oak Crossing? The Twisted Oak Crossing? Thank you. Sure. I was going to ask, could it be Oak Creek crossing? We'll go back. 16. 16 is again. I know we have a couple. 16. Yes. So that's at The top of Coyote. So if you are in Coyote Park and from where the multi-purpose fields are, there is a nice dirt trail, pretty wide, by foot, goes up and goes to the top towards the, the Excel, yeah, there's like a station there or the workstation there. And then it goes along the ridge and there'll be a, Water tank sits somewhere in here, but it's where the new water tank is. We've been following that with the Metro. It's a buried tank, so it doesn't change the landscape too much. That's not where the poles are? The poles run right here. Okay, sorry. And then this goes down into that neighborhood. It's actually pretty steep. It connects to the East-West Trail. Should we just call it what everyone calls it on Strava? What is everybody called? It's Coyote Hill Climb on Strava. It's a rudder track app. We always joke that it's to make sure that everybody gets up and runs. popular to go up the hill, and then it connects, like, you can connect to these. And it just, like, is an apotraxia phone, so, like, if I had to say, like, it's great running, I think I'd do that. I just don't love when he's out there, like, in the backcountry. This is great. These people are fun. I already feel fun. And as long as, I guess, does it, on our map, it starts from the park? Right. Okay, then, yeah, that's the same thing. Now, A little information on this. We're going to be this year also looking at some trail connections. We got a lot going on this year with the park and stuff like that. But this area is becoming somewhat of a safety issue on a trail connection. So I will at some point be bringing this to the group about possible trail connection up there. So bringing it forward. As you know, it goes up, and it's out, and it hits this utility road, and it moves back down. The reason there's not a connection here is this area right here is kind of gnarly. That's where we're just like a locked structure, and I'm going to forward unquote coyote den. People talk about there being a coyote den in there, but kids are walking that area. They're cutting through. That makes sense. Yeah. That will do something kind of in sort of this group about if that's going to be a recommendation to address that and what does that look like. But a little more information probably, but I'm just kind of setting the table on that. So right now we're seeing that 16 Coyote Hill climb. Yeah. And just for clarification, that trail is not the one that runs up across the top of the ridge? No bike trail that – Is it the same one? The one that's on our property. There is a utility road on the other side. Yeah, but on this side of the ridge, it's not much of a trail. Correct. Okay, is that what we're talking about? Yep. All right. Oh, yeah. There's one where you get up toward the top of the hill. There's one that goes off to the right that you can cut across, and you can circle across the top of Coyote Creek and drive down to the far side of it. Yeah. There is a social trail. Well, it's a game trail. There's a game trail that runs below. That'll go away for sure because it goes right where that tank's going. So that area, that social trail will take care of itself, which is more than natural. And then same with, there's a double track that runs underneath the power lines. It's not a trail. It's just Excel used it when they were replacing power line poles. And they do a great job of giving growth. And when you try to take that trail, you'll end up into just a bunch of rocks. It doesn't go anywhere. That's part of why we're doing this, because we'll label them. And then when we're part of labeling, we'll do wayfaring summons, wayfinding summons, where we will address that, so people don't get lost. We don't have any opposition on, right? I'm just looking at it. I didn't know if I'm struggling. Yeah. the largest AT receptor. Yeah, it's something weird, like it stops. Yeah. Yeah, so AT is just that, it's the one right across from your house. Yeah. So it's the one that connects, so it's that one, too. Okay. And that one's a pretty good H1. Yeah. And it looks to be on the, I'm going to call this the 8th side. runs down Monarch and into the Piety Ridge area. This is where that lift station is that's being repaired right now, the pump house. Yeah. And that's where the staircase that we talked about and got the recommendation to connect that to this trail. So this is beyond the main trail. This is great. The creek runs. And the creek runs. And it's the same. It's the same. It's still twisted. No, I'm sorry. Oak Hill Tributary. That's what that is. This one, as you're thinking about it, metro district is actually going to reroute that trail as part of the upgrade that they're going to need to that road station and they're going to pull that trail away because you know currently you go to it you have to walk around it and that's like part of the trail it'll be pulled off to the street and it'll actually line up there is uh where's the ball field It'll come off of, I'm sorry, right here. See how there's the, right by the baseball field, the trail that comes down? It'll actually line up on that. So you'll be able to put a crosswalk in. So it'll be more of a, you're not walking around the lift station. So that'll be nice. And there will be a fence around the lift station. So what does the cricket mean? That's still the, the, oh, where is it here? Oak Hill Tributary. That's still the Oak Hill Tributary. I think it would be lower Oak Hill. And Serena is probably the road that it's by. What's the name of that neighborhood that sits next to Serena? So it is the Serena neighborhood. I don't know if that is what people call it now. I could read what they're calling it. I was wondering if you can start all the way up and actually round all the way around Serena and Irvine. I don't know if you want to start with our Serena and its creek and I'm changing all of them. It is unique that it does happen with anyone. I mean, when I walk that trail, that's what's standing. I'm looking at maintenance issues. Oh, yeah, there you are. Look at that. Yeah, high maintenance trail. There are higher maintenance trails. Yeah. Drive-off trails. Yeah, there's actually, you know, there are very few trails that have maintenance. Retaining walls, the city maintains. It's one of the only places it maintains the trail. That would define a small section of that road, doesn't it? That retaining wall? Yeah, it is. As I said, I looked at it. You guys... That's right. But as I was listening, I just put mile loop, Serena Trail, Serena Creek. I'm just kind of putting words together as you get to the center. I mean, that's a neighborhood. So yeah, it does go all the way around that, but we're free in the neighborhood. Yeah. All right, so we're cool. So where do we want to go if shooting? The incline, you'll work to get to the top of the angle. It is, but it is. It's a pretty short trail, right? It's just a little. Yeah, I mean, it's enough to name it. I just wanted to. Yeah, I mean, it calls out good because it's a connector. Right now, there's no name to it, so it's just. Yeah, some people don't know if it's a trail. They don't know what it is. So, I mean, a sign, you know, a trail has something to say with a map of where it will go. Number 18. But it is steep. It is steep. Blue Scrabble. So it goes into what I think 16, which we said was Coyote Philox Line. Serena Summit. What did you say? Serena Summit. Serena Summit. I like it better than I'm going to put some stairs in. It comes off the street, right away, or sidewalk, up to Coyote. So, yeah, so if you're going up this trail, you're in the neighborhood, You go up it, and then you can go right, and that'll take you to Cuyahoga. If you go left, it'll take you out of the city into the county, into the county streets behind the road. It takes you to Mauna, the electric substation. That's where it takes you. So now it looks like it connects to Serena Drive. I'm like, I think it does. Yeah, the actual road? Yes, it does. So it's okay to follow the Serena side? Yes. Yeah, it would make sense. It's more of a trail to get you to a connector trail to more trail spaces. So it's actually, we go down to Spring and not up to Serena. Maybe that wouldn't make sense. Maybe it's Taylor Summit. So it's learning to tie into the system. Does that, Rich, have any name? I'm just thinking like a bridge above the power lines. It's an utility. It's an Excel utility road. That road, it is maintained to get to the south. And it's actually, it has a lot of easements. And I think that's what they'll access. They'll actually have to get to the tank from that top road. Mr. Graves, do you have anything that's been reported to me? Yeah, giving you guys a couple, kind of keeping you in loop on things that you guys have discussed. We're Happy Canyon and LeGay Roundabout. We're at about 75% drawings on that. So we've already doubled power. We've doubled irrigation. And that's, you know, the power is there. Irrigation is there. The slips are there to put that in. The monument design is what, about 75% there. So we'll see that will be installed in 2026. So we're seeing action on that. That'll be the one that you guys recommended and the council approved. It's the one within 90 degrees, not the slope. If you remember the two, one was more of a right angle to match the current gateway. There was another one that had like a little stage and another multi-layered one. It's the one that matches the gateway. So when a council picked community center renovation, that's exciting. So the contract has been approved. It was approved last Tuesday. Yeah, last Tuesday. That flies when we're having fun because we've been doing a lot since then. We've approved it. We've got the contract signed. We've already had our first kickoff meeting with the contractor and architect. Walked it yesterday to do a preliminary walk. established our owner meetings with the contractor. We'll have weekly Thursday meetings. So I'll keep you guys on the next meeting where we're at in that process. They have 138 days as part of the contract. So that puts us at that July city council meeting will be the first event that'll be held at the new community center. And that'll be where they're renovating it, where there's the city council dais. So it'll be our new home. This new home will be there, so you guys will have a fancy new home for that. New furniture, new walls, new kitchen, new bathrooms. The bathrooms aren't ADA compliant, so the bathrooms will be ADA compliant there. There's a conference room that used to be up high. They had to take stairs to get to. That's bringing down to the first level, so they no longer need to go upstairs to go to the conference room. So there's going to be a lot of benefits, a lot of community benefit. There's a lot of HOAs that rent that space. There's birthday parties on the weekends and all kinds of things, so it'll look really nice. Lowering the ceiling, the acoustics will be better. It's going to be a really nice space. So keep you guys going on that as that project's going, but we're hitting the ground running on that one, so that'll be good. Any questions on that? Yeah, of course. Yeah. Exterior is separate. It is. And we've been looking at that. We'll probably do. We do have a contingency portion. So I think some of that we can address with contingency, even though there's still a community center renovation. But we do know that the parking will be an issue. And then when it's all said and done. That kind of leads into the next one with the storage yard, but we've created a storage yard to pull that parking away that was always supposed to be temporary where the current fencing is. That's going to happen during the construction. That'll stay up because they'll stage there so it's not all ugly for the neighborhood and it's more secure for the contractor. But as soon as they're done, that's an open space. Fences come down, and we'll look at doing the exterior stuff, facade. There's some design flaws with the island that has landscaping in it. There's no way to get the water out, so that's why the wall's cracking and stuff like that. So we're bringing in a structural engineer to look at some of that to get – idea of how we can permanently fix those features and then do the parking lot. And then if we do the parking lot, there's lighting. There's all kinds of fun things that keep coming along with that. But those are all things that are on the table that we're going to be looking forward to because we know that once that becomes or the planning commission, city council, We're going to need more bigger parking lot than what's currently there. That is a pretty small parking lot. So there will be more to come on that, but it'll be pretty cool when it's all said and done. And we get a new home. And going back to the storage yard, you've probably seen off of the gate, just past the roundabout on the east side, there's been an eight foot. wood privacy fence that's been installed in that easement area underneath the power lines. And if you go down, the Metro District has a lift station down in the bottom in there. It's pretty big. They used to be big enough for a semi to drive down and stuff, so it's kind of a good-sized road that goes down there. That's where we're pulling where the Public Works and Parks and Recreation storage yard is going from that neighborhood by the community center down to there. And mainly what we keep there is you've seen rock there forever where it's just piled up and filled there. So it'll kind of keep it so it looks nicer. It's not just laying in the middle of the field. And then, but that's where we'll keep our crusher vines, mulch. A lot of our material will be housed out of there. So when we need to take material, rock and stuff like that, we'll pull it from that yard. They did a great job. We used broken arrow and they, the fencing, they matched up. It looks really good. It looks like, and we're not going to stain it. We've gone with that natural treated wood so it blends into that area real nice. And that's it as far as, I know it doesn't sound like a lot of work. Well, and I just wanted to acknowledge that it's Richard's last meeting and it's, Emily, is it your last meeting as well? So I just wanted to publicly say thank you guys for all of your work and for everything and just that we'll really miss you guys. I'm glad that we got to do all these trails together and everything went down, but I just wanted to publicly say that tonight. Thank you for all your contributions for the time that you've been here. I thought it was really impressive. So thanks for that. And we can pass that along to the rest of the council too. But that's been one of the joys of working on the board.
