Jess mentioned that we are just needing to verify if prevailing wage is
necessary for this project due to the potential cost before we post it
today. Motion passes 3-0.

for 2026 Merchant Space: Commissioner’s Office
Commissioner Short made the motion & Commissioner Rupp seconded.
Commissioner Short said he did not think this is something we want to
take on. Commissioner Rupp said that they require the booth be manned
for so many hours each day and we do not feel that this would be
beneficial for our office. Upon calling the roll, the following vote was
taken: Commissioner Lumbrezer: no; Commissioner Rupp: no;
Commissioner Short: no; Motion passes unanimously.

Fulton County's total portfolio is $99,296,603 with an estimated annual
income of $2,018,252.
9:34:53 AM District 2 ODOT- Construction Updates
(Presenter from ODOT Mark Bressler, Nick M., Dan K, and Alex L.)
Mark first went over a major shift that has happened with ODOT Districts
being realigned. Defiance County now belongs to District 2 which has
added 340 lane miles, 558 culverts, 72 bridges, 40,000 population, and a
$7 million capital/ 6-year average. Mercer and Auglaize Counties have
moved to District 1, Preble and Greene Counties have moved to District 7
and Fayette County has moved to District 8.
Mark went over some grant opportunities that they have which are as
follows:
• Safe Routes to School (1–2-mile radius)
• Safety Funding
• Abbreviated safety app (under 500k)
• TAP funds
• Small City (outside MPO)
• Municipal bridge
• Urban Paving
• Jobs and Commerce
Mark gave some Maintenance Updates:
• ODOT will now be performing a S/I operations and mowing
operations throughout the state routes inside the villages. District
2 has already been plowing and salting state routes inside village
limits so this is not a change for us. The district 2 transportation
administrators will reach out to each village to discuss mowing
needs on the state routes.
• ODOT is required to notify commissioner of chip seal projects
that are going on in the county. At this time Fulton County does
not have any coming up.
• Brine agreements- We are always willing to sell brine to local
public agencies at low $.7 per gallon. Any of the interested
municipalities may contact Ross Echler,
ross.echler@dot.ohio.gov
• ODOT salt contracts- All local public agencies can jump on our
salt contract as well. Any interested municipalities can contact
Darian Grant at darian.grant@dot.ohio.gov for more information.
Mark presented projects that the Fulton County ODOT Maintenance
Garage is doing.
• Culvert Replacements:
o US 20 west of Assumption
o St. Rt. 2 west of Wauseon
• Drainage Projects:
o St. Rt. 64 just north of Co Rd K
o St. Rt. 120 near Metamora-ditch fill in
• Pavement Repairs:
o St. Rt. 66 from Archbold to Fayette
o U.S. Rt. 20 from Williams County line to Co. Rd. 19
Mark said that we have a great adopt a highway program in Fulton County
and we currently have a few spots open so if you know of any groups you
can send them our way.

Dan discussed the 2026 construction projects that will be happening in
Fulton County:
• Replace bridge over Bear Creek north of SR 120 in Royalton Twp.
o Construction Beginning on April 1, 2026
o Road Closure will be for 60 days with a required detour
• Slide repair on U.S. Route 20A west of Delt
o Construction beginning May 4
o Road Closure will be for 60 days with a required detour
• U.S. Rt. 20 culvert replacement east of S.R. 108
o Construction beginning July 12
o Road Closure will be for 25 days with a required detour
• Miscellaneous Projects:
o Various guardrail maintenance
o Lighting maintenance
o Raised pavement markers.
Mark discussed the safety benefits or roundabouts and gave an update
on a few roundabout projects that will be happening in Fulton County:
• U.S. 20 @ St. Rt. 109
o Single Lane Roundabout
o Construction beginning in FY 2027
o Preliminary work could possibly be this fall
• St. Rt. 108 @ Co. Rd. D
o Single Lane Roundabout
o Construction beginning in FY 2028
• St. Rt. 2 @ Township Road 24
o Single Lane Roundabout

Commissioner ______________________________ moved for the adoption of the following resolution:
BE IT RESOLVED, that the Fulton County Commissioners will sign a Purchase Order computer edit list
prepared by the Fulton County Auditor, in addition to signing each individual purchase order, if necessary.
Said Purchase Order Edit List will be on file in the Fulton County Commissioners Office in lieu of being
journalized, and;
BE IT FURTHER RESOLVED, that the Board of Commissioners approve travel requests as submitted,
and;
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board
of County Commissioners and of any of its committees that resulted in such formal action, were in meetings
open to the public in compliance with all legal requirements including Section 121.22 of the Ohio Revised
Code.
