First up is 26-0157, which is a hearing on a denial of a taxicab license application for Jay Honkinen. So, John, if you want to come up to the table. Corey, please come up to the table. And then, John, I'm going to have City Clerk Mackenzie Reed swear you in. All right, John, as I mentioned prior to the meeting starting, this is your opportunity to address the committee this evening. And the committee will have, if they have any questions for you, that'll be their opportunity. And then if the city, which is represented by Deputy Chief Puzel, if he has any questions of the testimony you're giving, he'll have that opportunity as well too. So this is your opportunity. So I guess what I'd mean to like to address is there were two convictions that I had in my past that were cited in the recommendation. One was an OWI, and the other was a violation of a no-contact worker. I've done a lot of things in the last 15 months or so to change my life and the things that were troubling me at the time. I take full responsibility for my actions, but there were things in my life that were not right. Specifically, I'm a recovering alcoholic. At the time of those incidents, I was active in my addiction. So specifically to those, for the 2nd of July and my alcoholism, in December 2024, I saw a treatment, residential 90 days program at Exodus in Gloucester, Wisconsin. Completed that program in March of last year. and moved to one of their sober living houses also in Pueblo. After a couple of months at the sober living, I had an opportunity to become the house manager for that house. Not big responsibilities, but some. And I also was given the opportunity to be one of their van drivers, taking the people that were in the house to events, recovery events, and so forth. I did that on a regular basis. And there is a letter from my counselor at Exodus. I have enjoyed sobriety since that agreement. So almost 15 months. And in November, I made the choice to move to a sober living house here in Manitowoc. There were some, it was a personal issue that I was having with one of the residents and it just became awkward and I decided to remove myself from that situation. Nothing came of it, nothing that way, but I just decided to remove myself from that situation. And I came to a restoration house here in Manitowoc on 10th Street, another sober living group home. About a month ago, I became one of the house leads for that one, a lot similar to the house manager. I take my recovery very seriously. My recovery program is solid. I live with other recovering addicts, so I have constant support, things of that nature. As far as Hulkard incident, no contact order. That was with my ex-wife after our divorce. Again, very my active addiction. And I have since, especially since my treatment, now over the past year plus, have largely repaired the relationship that I have with her. She also wrote a letter to that effect. So I've got to believe that John Ricker, the owner of Restoration, is where I'm living right now. And with my ex-wife, we did avoid a better than average, I guess, ex-spouse relationship. I would consider us, we're friends, we're in contact regularly. Things that happened then would not happen in my current health state. So I guess just in short, I believe that I am a changed person for what my record may reflect. That is not me. I am not a lawbreaker. I am a law-abiding citizen. I do not do that. I have a prior right and I've been sold for a record. So I would ask the committee to give me an opportunity here. I apologize. About a year ago, this came to a rather significant . So being able to drive a cab to the city . And I've already been hired, so to speak, by the company, Maritime Cab. She's offering me the position. She's holding the position for me. Okay. Thank you. All right. Thank you, John. Corey, did you have any questions of John? Okay. Then I'll open it up to the committee. Alder Schleich. Thank you, Mr. Chairman. A lot of times when we have situations like this and I read the information, quite frequently, The items speak more by what's not said as opposed to what's said. First of all, I appreciate your efforts. And I appreciate the letters of support from all of the recovery people. That's a big deal. But two things really stood out to me. Number one, I've never heard anybody say they're enjoying their sobriety. And I have been involved over the years. a few situations with relatives and friends where I was involved in someone's recovery. I've never heard anybody say they're enjoying their sobriety. They say they're fighting to maintain their sobriety, or it's really a task to maintain their sobriety, and it's always about maintaining their sobriety, and you use the term enjoying their sobriety, and I applaud you for that, number one. The other thing is the final letter of support on here is from your ex-wife. That speaks volumes. without saying a word. That speaks absolute volumes to me. And I intend to deny this denial and approve this license, at least for my part. Thank you. Thank you, Mr. Chairman. Anything else from the committee at this time? Otherwise, I'm going to go to Deputy Chief Fusil to hear from the city. Oh, I didn't know. I thought he was going to speak. Didn't know you were going to speak, Chief. Sorry. The reason that John was denied was the ordinance is written that anyone with arrest or conviction record, it limits me and I cannot recommend approval. Based on the ordinance and the fact that John had convictions for contact after domestic abuse arrest and for the ODUI, I was prohibited by the ordinance from recommending John for approval. So that is the reason that John is there. Does anyone have any questions for me at all? Alder Recklenburg? It's not so much a question of you. I know I had spoke to you earlier and you said, yeah, there was some paperwork that you had supplied, but it wasn't on, it wasn't a, he had a memo or something, but it wasn't part of what I was able to see on Granicus. So somebody forgot to load it up or something, but I was looking for that, but I knew I'd get here early enough and hopefully run into them to get my question answered. Basically, what I send is my recommendation. It's just like an alcohol license denial. So usually the CCAP record is there. So what you always get, I have... That's beyond my knowledge. That's it. I'm not going to speak as long as Bill, but I agree with where he's coming from. Okay. Alder, I'm sorry. Alder Dunbar? Yeah, Mr. Chairman, thank you. And I'm going to steal your words, kind of what you said when we saw this a few weeks ago. You know, whenever we see these community outreaches and all that really show support as a council that is supported trying to get these places in and said, Chairman brought this up last time, you know, it means a lot. And I am inclined to, I guess we deny the denial, right, is the way this would work, or bypass him or the exact way it's wrote. I am signing with giving you the license. But again, I want to make sure you understand that a lot of that is due to your support from Exodus and all those. So, you know, as we see them recommending people, we send them out to the community to do good. We see you're doing good and you stay with it. That's what allows us to continue supporting these supportive programs. And I just want to show that that's a large reason of why I plan to try to grant your license or vote that way. So, you know, the letters are big and you being a pillar is important, not only from that, but moving forward to make sure we know that, you know, we can trust when these organizations are writing these letters. And just for clarification, I believe the motion would be to instruct... the clerk's office to issue the license. Yeah, we don't have to worry about denying the denial. It's just we recommend or we instruct the clerk's office to issue the license would be the motion if that's what the will of the committee is. So if there's nothing further, I would look for a motion from the committee. Mr. Chairman, I recommend approval of the license pursuant to Wisconsin stat 111.335. I believe that's sufficient. Second. Because technically, Trattoria Tinney and Trattoria Tinney LLC are separate corporations. So if we approve it without the LLC name... That is a different, it's really weird that it even says when you file for an LLC, you must include LLC on your sales document, all that. And it's not on there. So again, it may be out of scope what we're doing here and all that, but it's just something I wanted to make sure was mentioned because just what I've recently filed for an LLC, that was something I very much, they make you say a thousand times, I will include the LLC whenever I write my business name and all that. Do you remember from the 26 budget presentations by Mayor Nicholas, we talked about the red arrow of each phase one and two. Phase one last year, in 25, we borrowed $500,000. Phase two approved $500,000 with the intention at that time we mentioned the possibility of getting the grant. This is that grant that we speak of. So this is the ultimate award letter and then the contract agreement that goes with it. So we're just looking for approval. Yeah, or what number? Yeah, so this would be the 2025 budgeted money that we had. That would be the match? Or was it 250-250? I don't remember how we matched. Five and five. Five and five. Plus this five. So it's going to end up to be a $2 million project anyway, but let's hope not. So a million borrowed by the city over the course of two years. So we'd be at 1.5. We've had your memo to it, but essentially we're presenting an opportunity based on how our project amount was when we initially entered into the ARPA agreement with the county for phases two and three. Um, we were coming in less than what it was is our original agreement. They could change orders. So it's working with the negotiating with the county. Uh, Eric was able to negotiate with also, uh, on red to allow the orders. So that kind of memo is, uh, as it mentions, we had to act quickly because of some timing constraints. So we had, um, yeah, it is executed, but we just wanted it to be on the agenda. It doesn't change, it never changed the amount rate. It was a way to... Not the I's and cross the T's.
