I. Call to Order

II. Grants & Planning Update
● Update on Federal guidelines for matching funds (SS4A requirements)
○ Wood Valley Consultants - our match does not have to go thru same criteria bc
dollar amounts under thresholds
● Recommendations from Wayne Suggs & City Manager on:
○ Use of current funds can be used for match, confirmation on bids
III. Project Updates / Old Business
○ Timeline for demonstrations are back to Spring/Summer timeline
● Traffic Circles
○ Wells / Douglas / Cornish Park / Meteor Avenue – status update
● Leonards Lane / Boys & Girls Club

● Academy Street / Muir Street (City Hall)

IV. New Business
● Policy Adoption Discussion
○ NACTO guidelines - set up a meeting to discuss - staff report recommendation
then to council for policy for policy consideration
○ Include “Design roads for posted speed limits” policy recommendation
● Traffic Data & Analysis
○ Review of GIS accident data link (Wayne) - see if there is a public link
○ Use of data for identifying priority areas and review of citizen concerns for
projects
● Speed Monitoring
○ Captain Hinson reached out - Jason from DPS will work on Deployment of
additional CPD radar signs, DPS evaluation of permanent pole installations
○ Glenn Steckman had talked to chief to ensure they can be moved around based
on citizen complaints
○ Cloud based reporting from signs on speed data - can we move them to areas
where speed limit signs already exist to save labor?
V. Public Comments / Committee Member Comments
○ Citizen Comment - High St and Snappers Development Concerns
■ speeding, additional traffic, noisier b/c of street texture
■ cameras, enforcement?
■ Can the concrete barriers between the county parking lot and Snappers
be removed?

and Comprehensive Plans
○ SS4A discussion look for areas for demonstration projects
■ may not do roundabout on Meteor
■ look at Water & Hambrooks
■ simplify some plans

■ Bipartisan Bill HR7437 flexible surface transportation block grant - specific
to making communities more walkable.
