FULTON COUNTY BOARD OF COMMISSIONERS
Monday, January 5, 2026
MEETING CALLED TO ORDER at 9:00 AM. In attendance Commissioners Rick Ranstead, David
Sommers, Bryan Lewis, Auditor Katherine Adamson, and Attorney Holli Shorter-Pifer.
PLEASE NOTE- MEETING WAS NOT RECORDED AT THE START AND HIGHWAY WAS
ENDING. THERE WAS NO MINUTE’S PRIOR AND DURING HIGHWAY.
VETERANS SERVICE OFFICER- Casey Jones asks for blessing to rehire Rick Fouts as a Veteran’s
Service Van driver. Rick Ranstead abstains due to family relation. Bryan Lewis makes a motion, Dave
Sommers seconds. Carries 2-0. Casey talks about the America 250 Celebration. He asks for two lights on
April 19th or April 20th in remembrance of Paul Revere in highest N or E facing winding. He would like to
also ask permission for public reading of Declaration with a bag piper on July 8th on the Courthouse steps.
Commissioners agree.
ASSESSOR- Kasey Hensley discusses winter conference Jan 20-23rd as well as AIC following week she
will be attending. She did get AG rate certification, $2,120.00 is the base rate, which is staying the same.
She worked with Auditor’s office with homestead concerns and a letter will be sent with a new
construction build with a homestead credit form. She is in the process of getting her 2026 in-house format
sent to the state of IN.
MAINTENANCE- Kerry spoke with Evapar and generator will be put back together in 3-4 weeks.
Injectors need ordered, which are $1800-$2000/ piece. Brackets and lines need replaced. This will be an
expensive project. Evapar found issues with generator on 8/27/25 (battery issues, coolant issues, etc).
They did replace fuel primer pump and batteries. They found that load could only go to 39% capacity.
This is when he found bacteria in fuel and fuel issues. They have been back twice and removed all fuel
and cleaned tank and put fuel back in, then came back and removed parts. Rick asks how quick to rent a
generator and Kerry states 2 days. Rental will be roughly $5000-$6000. Josh states there was a firmware
error with switches as well. Brittany states her I-DAX was down. Josh states this will affect Sheriff and
Dispatch this most if generator is down. Alison states coolers were down 2 hours and will alarm her if
temps are with a particular range and states she needed to move them as soon as she was alerted. Kerry
states he can pay for generator rental out of bond and Kathy states there is not a lot of extra money in the
bond. IT states they can help pay as well as the Sheriff department. Bryan motions, Rick Ranstead, carries
3-0 with Council approval pending from funding of different sources.
CITY OF ROCHESTER- Trent O’Dell speaks about power outage in city which was a transmission line
issue and is not something we should expect to happen often. Rick Ranstead talks about the sign on South
Wabash, told John Geier to get with Travis and Mike/Rachel to put pre-trial money. Sheriff has no
mechanism to fund it. He feels visual signs that blink red/blue will help and is needed and he supports it.
SHERIFF – Travis Heishman wants approval two, 2026 Tahoe’s $54,057 out of Kelley Automative to be
paid out of bond, which is part of his bond schedule. Bryan Lewis motions, Rick Ranstead seconds,
carries 3-.0 Rick Ranstead talks about the sign on South Wabash, told John Geier to get with Travis and

COMMUNICATIONS- Brittany Thompson states next two months are going to be very busy with a
refresher with Fire Training.

CONTRACT- Contract with Woodlawn Hospital discussed. Woodlawn Representative says more
employees have signed up and the largest sign-up county has had. There has been good numbers and
improvement in health numbers among county employees. There is no change in pricing. Contract
agreement motion by Dave Sommers, Bryan Lewis seconds. Motion carries 3-0. Contract signed.
MINUTES- Meeting minutes from December 31, 2025 presented. Bryan Lewis makes motion to approve,
Rick Ranstead seconds. Motion carries 3-0.
TRANSFERS – Commissioner Rick Ranstead made a motion to approve the transfers as presented.
Commissioner Bryan Lewis seconded, motion carried 3-0.

Discussion of Board Appointments. Rick Ranstead makes motion to approve board appointments, Bryan
Lewis seconds. Motion carries 3-0.0
