LAND ACKNOWLEDGEMENT
The land that Eureka rests on is known in the Wiyot language as Jaroujiji. Past actions by
local, State and Federal governments removed the Wiyot and other indigenous peoples from
the land and threatened to destroy their cultural practices. The City of Eureka acknowledge the
Wiyot community, their elders both past and present, as well as future generations. This
acknowledgement demonstrates the City’s commitment to dismantle the ongoing legacies of
settler colonialism.

This is the time for members of the public who wish to be heard on matters that do not appear
on the Agenda. City Council policy is to limit each speaker to three (3) minutes. Such time
allotment or portion thereof shall not be transferred to other speakers. Members of the Public
wishing to address the Council may submit a Speaker Card to the City Clerk and proceed to
the podium after being recognized. Speakers will be called up in the order the Speaker Cards
are received. Those who have not filled out a Speaker Card will be given an opportunity to
speak after all those who have completed Speaker Cards have spoken. The public will be
allowed to speak concurrently with the calling of an agenda item following the staff
presentation of that item. Pursuant to the Brown Act, the City Council may not take action on
an item that does not appear on the Agenda.
TIME ALLOTMENT FOR PUBLIC COMMENT ON NON-AGENDA ITEMS: A maximum of thirty
(30) minutes shall be allotted to receiving public comments at the initial public comment period.
If necessary, an additional period shall be allotted to public comments after City Manager
Reports, but only if the first 30-minute Public Comment period was not sufficient to allow all
those who wished to speak to do so.

Public Hearings are scheduled for a time certain of 6:00 P.M. unless noticed otherwise, or as
soon thereafter as possible.

Recommendation: Hold a public hearing; and
Waive full reading, read by title only, and introduce Bill No. 1010-C.S. “An Ordinance of the
City of Eureka amending portions of Eureka Municipal Code Chapter 155 for the January 2022
Zoning Code Update.
F. CONSENT CALENDAR
Notice to the Public: All matters listed under this category are considered to be routine by the
City Council and will be enacted by one motion. Pursuant to City Council Resolution 2011-22,
if a member of the public would like an item on the Consent Calendar pulled and discussed
separately, the request shall be made to a Councilmember prior to the meeting. Unless a
specific request is made by a Councilmember, the Consent Calendar will not be read. There
will be no separate discussion of these items.

Recommendation: Approve the regular Council minutes of January 18, 2022 as submitted.
F.2. Letter of Support - California Guaranteed Health Care for All Act (AB 1400)
Recommendation: Approve a letter of support for pending legislation, California Guaranteed
Health Care for All Act (AB 1400).
F.3. Emergency Solutions Grant Program-CV Resolution
Recommendation: Adopt a Resolution of the City Council approving an application for
funding and the execution of a grant agreement and any amendments thereto from the 2020
Emergency Solutions Grant Program - Cares Act Application.
F.4. Fiscal Year 2022-23 State Budget Letter
Recommendation: Approve a letter encouraging Senator McGuire and Assemblymember
Wood to support Governor Newsome’s proposed Fiscal Year 2022-23 budget.
F.5. Teleconference Public Meetings Pursuant to Assembly Bill 361
Recommendation: Adopt a Resolution of the City Council Authorizing the City to continue
with Teleconference Public Meetings Pursuant to Assembly Bill 361
G. LEGISLATIVE ACTION CORRESPONDENCE
Authorize the Mayor or the City Manager to sign correspondence on behalf of the City Council
to support/oppose legislation or administrative rules proposed or pending action at the County,
State or U.S. government levels.

H.1. Exempt Surplus Property Resolution
Recommendation: Adopt a Resolution of the City of Eureka City Council finding that the
properties identified as APNs 008-052-024, 008-052-025, 008-052-026, 008-052-027, 002-
114-002, 001-136-001, 001-136-002, 001-103-003, 001-192-004 and 008-112-031 are exempt
surplus lands pursuant to Government Code Section 37364.

I.1. Eureka Art & Culture COVID Grant Program
Recommendation: Adopt the Eureka Art & Culture COVID Grant Program allocation
$130,000 of ARPA funds to provide grants of $7,500 to support eligible art and culture related
entities.
I.2. Eureka Small Business Rent Relief Bridge Program
Recommendation: Adopt the Eureka Small Business Rent Relief Bridge Program allocation
$500,000 of ARPA funds to provide rent relief grants to small businesses and non-profits.
I.3. FY22-23 Budget Process Overview
Recommendation: Receive report.

This is an opportunity for Council Members request an item be placed on a future agenda for
