The Village Board welcomes public comment at its meetings. Each speaker is limited to a total of three (3) minutes to ensure that other members of the public can speak and allow time for official Village business to occur. No person may assign their time to any other person. Those wishing to address the Board during Open Forum are encouraged to provide their contact information on the sign-in sheet so they can be recognized and called to the podium. The Board will not respond to public comments during Open Forum. When appropriate, the Mayor will refer the issue to the appropriate staff member for follow-up. Introduction On December 16, 1997, the State of Illinois implemented a plan to deregulate Commonwealth Edison (ComEd), allowing power to be purchased through any of the ICC- approved power suppliers. The Village has worked with the Northern Illinois Municipal Electric Collaborative (NIMEC) since 2010. NIMEC has assisted in the purchase of power for Village water facilities and street lights. NIMEC receives competitive bids for the combined street light load with Constellation (owned by Exelon), Dynegy and MC Squared. ComEd only offers a fixed rate for street lighting for small sized accounts. In previous years, NIMEC’s pricing has been lower than ComEd’s fixed rate for small accounts. Because of the way the bidding process works, the Village Administrator requires the authority to sign a contract with the lowest cost electricity supplier on the same day that the bid is received by NIMEC. The resolution attached for Village Board consideration directs the Village Administrator to engage the services of NIMEC and authorizes the Village Administrator to execute a contract with the successful energy supplier upon receipt of the bids by NIMEC. This year's group bid will take place on March 11, 2026. Staff Analysis Staff recommends authorizing the Village Administrator to execute a contract with the lowest responsible electricity provider for a period of up to a 36-month term. R26-03-__ A RESOLUTION AUTHORIZING PARTICIPATION IN THE NORTHERN ILLINOIS MUNICIPAL ELECTRIC COLLABORATIVE (NIMEC) BID PROCESS FOR STREET LIGHTS AND AUTHORIZING THE VILLAGE ADMINISTRATOR TO APPROVE A CONTRACT WITH THE LOWEST COST ELECTRICITY PROVIDER FOR A PERIOD OF UP TO 36 MONTHS ADOPTED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF CARY THIS 10th DAY OF MARCH 2026 Published in pamphlet form by authority of the Mayor and Board of Trustees of the Village of Cary, McHenry County, Illinois this 10th day of March 2026. WHEREAS, the Village of Cary has previously joined the Northern Illinois Municipal Collaborative (NIMEC) for the purpose of procuring electricity through a cooperative pool in order to receive a more competitive bid price on electricity; and WHEREAS, NIMEC’s membership consists of 125 northern Illinois municipalities, utilizing the collective usage of its members and leverages the combined usage with suppliers to negotiate pricing lower than what individual members could negotiate on their own; and WHEREAS, the Village, though its participation in the NIMEC bid process, has previously entered into contracts with the lowest bidder for electricity for the Village’s street light facilities; and WHEREAS, NIMEC will price out small accounts, compare to ComEd’s fixed rate, and move the Village’s small accounts to the lower of NIMEC’s price or ComEd’s; and WHEREAS, the Village Administrator requires the authority to sign a contract with the electricity provider which is deemed most favorable for the Village within hours of the bids being received by NIMEC and determine if the desired contract should be for a 12, 24 or 36-month term. NOW, THEREFORE, BE IT RESOLVED that in light of the time constraints applicable to the acceptance of a competitive bid for a supply of electricity, once the bids are received by NIMEC, the Village Administrator is hereby authorized to sign the contract with the lowest cost electricity provider. SECTION 1: That the above recitals are incorporated as if fully set forth herein. 3 [PAGE 4] SECTION 2: If any part of this Resolution shall be invalid for any reason such finding shall not affect the validity of the remaining portion of this Resolution. The CIP will continue to be updated on an annual basis and will be used as a planning tool to provide a multi-year vision of the Village’s future capital needs. The next step in the budget process is the review of the draft General Fund budget along with all other Village funds. The Village of Cary’s annual budget is the policy document that sets the financial direction and service priorities for the Village. The budget serves as an important planning tool for sound fiscal management. The budget workshop will allow the public and the Village Board of Trustees to preliminarily review the anticipated revenues and proposed expenditures for fiscal year 2026/2027. The Village is pleased to present a BALANCED Fiscal Year 2026/2027 budget proposal. The Village’s major revenue sources to the general operating fund from property tax, income tax, and sales tax continue to be positive. Another positive factor impacting the Village’s financial position is that the current unassigned fund balance is projected to be 56% at the end of the current fiscal year that ends April 30, 2026. While the Village continues to operate efficiently and with a focus on financial stability, there are certain challenges that will also be presented at the budget workshop. These challenges include the need for a sustainable revenue source to fund future infrastructure projects and major equipment replacements and the challenges with a projected decrease in annual Motor Fuel Tax revenue to maintain roadway pavement conditions to the desired level. Village staff will make any necessary adjustments to the budget based on Village Board feedback after the workshop. The Fiscal Year 2026/2027 budget is anticipated to be brought to the Village Board for final consideration on April 7, 2026. 5
