I, Katherine L Adamson, duly qualified and acting County Auditor for the County of Fulton,
Indiana, do hereby certify with regard to all proceedings of the date above; that all of the subjects
included in the foregoing proceedings were contained in the agenda for the meeting, kept
continually current and available for public inspection at the office of the County Auditor; that
such subjects were contained in said agenda for at least twenty-four hours prior to said meeting;
that the minutes of the meeting were in written form and available for public inspection
immediately following approval of the body which held the meeting; that all news media
requesting notification concerning meetings of said body were provided with advance notification
of the time and place of said meeting and the subjects to be discussed at said meeting.

MEETING CALLED TO ORDER at 5:00 PM with Pledge to the Flag. Present: Ron Dittman, Steve
Fishburn, Patty Geier, Randy Gundrum, Pete Karas and Auditor Katherine Adamson. Not Present: Bany
Baldwin.
INSURANCE-Darron Longenecker started by discuss1ng bringing the health insurance policy into
compliance with respect to mental health. He gave a brief history and explanation of Mental Health
Parity. He encourages hiring NQTL to review the health insurance policy for compliance and
recommendations to be given. If the analysis is not completed, they would not have an analysis to provide
and there will be a penalty for the county to pay. He answered questions regarding the NQTL and the
Mental Health Parity. Pete Karas motioned to approve NQTL, Chayse Thompson seconded, motion
carries 6-0. Chayse Thompson motioned to pay out of Council Insurance to Contract, Randy Gundrum
seconded, motion carries 6-0. He then discussed those who have Medicare. He discussed what individuals
were able to do regarding the group health plan and Medicare. Pete Karas motioned to approve HSA
continuing if an individual opts out of Medicare going forward, Patty Geier seconded, motion carries 6-0.
Patty Geier motioned to approve tabling back pay for HSA until Council has more information, Chayse
Thompson seconded, motion carries 6-0.
PUBLIC HEARINGS:
SOLID WASTE-Ron Dittman opened public hearing on the Fulton County Solid Waste Budget. No
public comment. Pete Karas motioned to close the public hearing, Steve Fishburn seconded, motion
carries 6-0.
AIRPORT AUTHORITY - Ron Dittman opened the public hearing on the Fulton County Airport
Authority Budget. No public comment. Patty Geier motioned to close the public hearing, Randy Gundrum
seconded, motion carries 6-0.
COUNTY BUDGET -Ron Dittman opened the public hearing for the County Budget. Ron Dittman read
the highlights for the county budget. No public comment. Chayse Thompson motioned to close the public
hearing, Randy Gundrum seconded, motion carries 6-0.
DEPARTMENT HEADS:
COMMUNICATIONS-Brittney Thompson discussed sta1ting fire protocol, they plan to go live in
February. She would also like to reevaluate the fire territories. She has purchased Protocol 41, which is
for Mental Health Crisis. She also discussed the AI tool she bought to help with training. She had two
dispatchers quit, and currently has two open full-time positions. The positions are currently posted in
house and will go public the next week. She discussed the discussion she had with the job classification
committee regarding a supplemental be granted for police and medical. She is currently the person doing
the quality assurance and would like the quality assurance supplemental pay. She discussed the work she
has been doing recently. She discussed a transfer that wiB be coming in next week for more filing
cabinets.
JOB CLASSIFICATION - The Assessor's Office would like to change a part-time position to a full
time employee for 2026. She will be eliminating the part-time position and moving it to full-time. Steve
Fishburn motioned to approve the part-time to full-time for 2026, Randy Gundrum seconded, motion
carries 6-0. The Communication's Office would like to get the $6,000 supplemental for quality assurance.

If the supplemental is added, the salary ordinance will need changed. Patty Geier motioned to table the
$6,000 supplemental for quality assurance, no one seconded, the motion fail. Ron Dittman entertained a
motion to approve, no one approved the motion, motion failed. The opportunity for the $6,000
supplemental for quality assurance failed.
SHERIFF - Travis Heishman discussed the inmate count. The jail inspection they had that day went
well. He discussed Grant County having pulled back due to budgets but they will likely be pretty
consistent from here on out. He is also waiting for the DOC to pay bills.
HIGHWAY - John Flint discussed the routine work the guys have been doing. The Community Crossing
grant roads should be done by the end of the week. The Kewanna Roof has been replaced. Bridge 161 is
on track to be opened by October I st. The Community Crossing projects open in October. John Geier
discussed the roads they are wanting to suggest when they do the Community Crossing projects.
FEDCO - Michael Ladd discussed the apartments on College A venue. They will be up and running by
Spring. The ground breaking for the water tower happened that day and it went well. 1400 Wabash is _
almost sold, it looks like things will be moving quickly. They are still waiting on the letter of commitment
for the Readi projects.
ASSESSOR - Kasey Lee thanked the council for allowing her part time to go to full time. She expressed
excitement for trying to keep everything in house next year. Her bids should be in by the end of business
on Thursday. She will get with Kathy Adamson to work on her budget. The last week of August, she
dropped her vehicle off to be looked over by Ford. Last Wednesday, she called and wanted a break down
on how much it would cost to get the vehicle road safe. She still has not heard anything so she will be
meeting with Ford to figure out the specifics on her car. She will be going to the Nyona Lake meeting and
bring that information back to Area Plan.
AUDITOR/TREASURER-Kathy Adamson discussed Tax Sale will be the next day. The properties on
Tax Sale has dropped from over 300 to 44 properties in the last 9 years.
CLERK - Dawn Ziemek discussed sending out the files for imaging. They got a third sent for this first
group. She discussed the progress they have made regarding collections.
MINUTES - Pete Karas motioned to approve the August 19th Budget meeting minutes, Steve Fishburn
seconded, motion carries 6-0. Steve Fishburn motioned to approve the August 19th meeting minutes, Patty
Geier seconded, motion carries 6-0.
TRANSFERS - Patty Geier made a motion to approve the transfer. Pete Karas seconded, motion carried
6-0.

additional appropriation for the Drainage Board. Chayse Thompson seconded, motion carried 6-0.

To pay RQA W for Engineering fees/services on Mud Lake stream restoration. This will complete
payments and RQA W will be paid full.
OLD BUSINESS - None
NEW BUSINESS - Kathy Adamson discussed needing to work on the Salary Ordinance for 2026. They
need to have a discussion regarding when to pay longevity pay. They then discussed how to pay longevity
pay. Randy Gundrum motioned to pay longevity pay with a separate check, Pete Karas seconded, motion
carries 6-0. Commissioner Ranstead motioned the cleaning lady's resignation. Her last day will be
October 2nd. They discussed the bids Kerry Fear had brought in the day before and the plans for that.
Kathy Adamson has sent in the budget for the county to the DLGF. They are hoping to come back a few
cents more than what was available last year.
ADJOURN - Patty Geier motioned to adjourn the meeting at 6:46 P.M., Steve Fishburn seconded,
motion carries 6-0.
