And let everybody know who you are. Hello, I'm Steve Merzberger. I'm here to ask that we dedicate courts four, five, and six at Lincoln Park in memory of Bob Nelson. Bob has spent decades serving the tennis community in Manitowoc, starting back in the late 70s and 80s when he directed the tennis courts at the YMCA. He gave many lessons to youth and adults. He then went on to serve as president for the Manitowoc County Tennis Association, which involved him running the county tennis tournament for years. He also, with Bob Feller, started the Nelson Feller Tennis Camp, which serviced Northeastern Wisconsin, but primarily Manitowoc County tennis players. They did that summers for a couple of decades. I worked with them at the tennis camp for probably seven summers, but they did it plenty of years without me. In conjunction with working the tennis camp and giving lessons, he also coached the Roncalli tennis team for between 30 and 35 years. I did reach out to Roncalli today to ask for the exact number of years, and he didn't have that readily available, but they can get that to me if that's important. He had great success at that level, and he and Bob Feller, who were very, very good friends, built a very healthy, competitive relationship between the Lincoln tennis team and the Roncalli tennis team that spanned over those 30 years hosting invitationals together. We had the dedication for Bob Feller in 2024, very appropriately, and I think it would be just as appropriate to add Bob Nelson's name. to the courts on the other side of Lincoln Park. Okay. Rock, you going to talk about this one? Sure. So in August, I think it was the Mantua Football Club, a representative came and they requested they're running out of space in their existing facility. So they were wondering if they could use a portion of the property known as Evergreen Cemetery West. So that piece of property near Waldo Boulevard is just It's all grass right now and trees, and they want to use it for practice purposes for soccer. So we went and we got an agreement put together, and we, yeah, so we're basically asking the committee to approve the agreement. Okay, thank you very much. All the debates. I remember this coming up to committee back in August, and I think it's a great idea when you're coming into town that way to see a bunch of kids playing in that field. It's just going to make Manitowoc look more attractive to everyone that comes to visit us. So with that being said, I'd like to make a motion to approve. Okay, we have a motion to approve. I've unfortunately lost a few friends and relatives in the last month, and I thought to myself when I was looking this over the other night, I wonder if this has anything to do with suddenly everybody's being cremated, which I favor, by the way. So this is a project that we've been getting grants for since I started. about five years we've been trying to get grants for this project. We're at the point where we have probably enough money to do this. We're finalizing plans, basically going to be ready to go in June. The resolution is something, so Greg does the resolutions for Capitol Street and everything. He brings those to council. So I wasn't exactly sure how this works because it was completely grant funded. with no city funds, so we decided to put together a resolution similar to the one Greg used, Greg Brinsforth, and asked for that resolution to be approved for this project. Okay. Thank you very much. Discussion? Yes, all the debates. So the reconstruction, are they going to do more of the, I spent a lot of time down there, are they going to do more of like the cement construction walls, or are they going to do stone, or how are they? What's the plan for that? So I've learned in the last month through permitting that it's very complicated. That's why I wanted to know. We've been working with the DNR a lot. And we went to them before permitting. We have Stan Tech. They're our consultant. So we went to the DNR. We met them on site. We actually did some fish surveys, things like that, just to get some background data. majority of it, we are trying to do a natural shoreline. So what they call it like Tollwood. So they come in and they'll, they'll, they'll pull away a lot of the shore, the shoreline, they'll bring it back, they'll dump like logs and brush to like, as a natural, like rubber and stone, but it's natural, and then they'll recover it with, with dirt and then plant it with natives or you know, long rooted plants. So the majority of it's natural shoreline. There are some areas, a spot by the concession stand, that's going to be more revetment zone. And there is kind of, we put some down there already to protect that trail that goes along there. So that'll be kind of extended. But majority of it's going to be like a natural shoreline. The stream... The actual stream itself, we're going to straighten a little bit in some areas. I know by that big field right by the parking lot, that big chunk that's coming out, that's because that stream just crashes into that block. So we're going to adjust the center of that stream to smoothen out those curves a little bit so you have less turbidity along the shoreline. It's crazy how that's sunk in over the last few years. Right when I started, we had some complaints about trees and stuff that were down So we figured we could clean those up, but we're not doing anything to prevent it. So we got some consultants down there with us, and I'm like, what do we do? And we've been working on it ever since. So June is when we're planning to start. I'm in full support if that's all I have. Thank you. Anybody else? Well, I just want to say I'm in full support as well. A long, long time ago, I used to ride my dinosaur down there and actually fish there because you could fish there. It was a real waterway and catching crawfish and things like that. And it was the activity there in the summer was just crazy. And when I came back to visit a few years before I moved back to Manitowoc, I noticed that there was hardly anybody ever down there because the condition, had deteriorated. You talked about how bad that, you know, by the big turn. So I'm really, this and Red Arrow are just my hot buttons right now, and I'm really happy to see this is happening, and I hope everybody else is too. Yes, Oliver? I just have one question. I see one of the items is pending. Very confident, or it's, I mean, it's not a lot. It's $40,000. I've never applied for that grant before, and so I don't really know. We did talk to the DNR before, and they liked our project. for that grant program. I don't know that anything hinges on that money. It's not going to hurt to have it either. It's a big project. It's an expensive project, so there are things we can do to adjust costs once we get bids out. Sure, and if that $40,000 doesn't come in, you make an adjustment to the plan and then make it work. We're not looking to... We can, it's a very malleable plan to appoint. Yeah, and I'm supportive of the project. I just saw that one item is pending, so. Yeah, that's the resolution here, too, so. Again, I don't think the project hinges on it by any means, but in the application, we're going to allocate this funding towards the event space and ADA access. the way we would move that money around. And then that would open up funding for what I would hope to be some sort of covering over that event space. So that's kind of our next portion of the project that we're working on. We think we're going to start design process for a covering right now. I don't know what that comes in at. I don't know if we can do it, but that's kind of what that $50,000 would be. It would go towards something we're planning on doing anyways, but it would open up funding to be moved elsewhere if we got it. All right, thank you. Any discussion? I thought that was kind of a neat grant program. So yeah, it's $40,000. It's what's mentioned as pending in that other resolution. So yeah, we just go towards that project. All right, so in October, I think Kurt was in here talking about the possibility of a self-serve kayak rental kiosk. He kind of presented the idea to you all and just gauging your opinion, whether we should move. Because we have been approached. We've been approached by four vendors prior to that separately. asking us about this. So we brought it here. Kurt talked about it. You guys let us know that it was something of interest. We should go through an RFP process, kind of find a single company that makes the most sense. We did that. Stephanie and Ben Peters, their company, Simply Paddle is the company that kind of rolls to the top. They had a cost share. The city's involvement was fairly minimal as far as prepping the site, or we don't have to really run anything. They'll do majority of all the, well, they'll do everything as far as the rental side of things. They had really good kayaks, high quality kayaks. And they're the only one that had paddle boards as an option, which is cool. I have paddle boards, so they're fun. So yeah, so their proposal goes to the top. So we went ahead and are working on an agreement. We have a draft, which is attached. Eric at legal has it currently. So he will have that final draft prior to council. He was talking in the hallway. He said he still does not have it done, but he is working on it. So yeah, so we are requesting. that the approval of the agreement contingent on the attorney's review. And then we would execute it with simply paddle. The location that they want to use is River Point, which initially when we were doing this, we sent out the initial RFP and we had Manitou Park as our location that we wanted. And we're kind of like stuck on that. because there's a bathroom there, and it's not as close to Lake Michigan. That was kind of a concern of ours. But after we sent out the RFP, Steph and Ben reached out to us and said they're really interested in River Point. So we met them out there. They explained why. It all made a lot of sense. We made an addendum to the RFP, sent it out to everybody. And so their points were all taken, and River Point is the location that we would proposed putting these out. And I don't know, it's a decent looking metal box with the kayaks are in it and locked up and it's all solar powered and you rent them on your phone. It seems like a slick process. So we're excited that this may be an option in Antwerp. That's all. Okay, thank you. Any questions from the committee? Okay, I've got a couple. First of all, I noticed that there were some companies, Rent Fund, for example, was talking about a 30% share, whereas Simply Paddle was talking 10%, which it surprised me that Simply Paddle seemed to be the choice. Even though they're giving us less money, you picked those folks. Reasoning? So Rent Fund has been reaching out to us for a while. They have a $35,000 activation fee. So we would pay them 35 grand, and then they would run their business on our property. And that never really sat right with us when they had been contacting us before. So we had turned them down in the past and said, that's not really great. With that, Simply Paddle, they talked a lot in there. proposal about getting the community involved and running events and all kinds of personal touches, which I thought Rent Fund would never do because they're a national company. Kayak Wisconsin may, but their proposal was they had a few, they weren't as good. Zero upfront, we would get no revenue share. It's only the $8,500 upfront cost at Kayak Wisconsin. So I think the personal touches from Simply Paddle went a long ways as well. Because that's something we're interested in. The rec department is running events and they said they would work with the city and the rec department wanted to, the rec division wanted to do something that could possibly use their equipment. So, yeah, it seemed like a good fit. They're local. Local, local. All right. Makes sense. I agree with you that 35K is ridiculous. Oh, I shouldn't have said ridiculous. Unseemly. Next question in regard to their location. What exactly was their reasoning for being closer to Lake Michigan and as opposed to the riverside of Manitou Park? I think it was the activity, right? So river points up and coming. You're going to have people walking by and seeing it and saying, I want to do that. And they could walk over and do that. Whereas Manitou, you kind of have to know about it and drive there. You need to go there with the purpose of doing that. They feel that the foot traffic and just the visibility of River Point is going to increase sales and use. And we mentioned the bathroom thing. And they said, well, if you have to use the restroom, they could go to PetSkull and grab a drink as well and visit one of the local establishments or something like that. So that was, yeah, it was smart. Again, that's kind of what I assume, but I don't assume. So I guess my last question is, would it be something we'd want to pursue perhaps to look for someone to take on Manitou with rentals? Is that something we're going to pursue? Yeah, I think so. And another thing we discussed with them and, you know, It depends how this goes, right? If this is super successful and easy enough for them to run, you know, they could possibly do another one there. We would definitely talk to them before reaching out to anybody else. But, yeah, multiple locations. If it's something everyone likes and it's going well, it makes a lot of sense. And I still think Manitou is a good spot. Okay. Thank you. Anybody else?
