A. Approve April 16, 2026, BPW Minutes

2. NEW BUSINESS:

A. The City of Evansville (Finance) requests approval of a contract and an agreement with Downtown Evansville Economic Improvement District for the cleaning and inspection of the Portland Loo, a single-user public restroom located at 119 NW 6th St., Evansville, IN. Total contract amount $33,000, paid in monthly payments of $2,333.33 amounting to $28,000 and a one-time lump sum payment of$5,000 for installation of graphics on the facility. (Lora K. B. The City of Evansville (METS) requests approval of a amendment #1 to a contract with Trapeze software group, Inc. to upgrade the current system to GTFS Real Time to work with our ticketing project. Trapeze Software Group, Inc. d/b/a Tripspark Technologies. Total contract amount $11,361. (Jonathan Siebeking, Director, METS)

C. The City of Evansville (Cemeteries) requests approval to surplus barrels of oil to Casey Sellars for removal.     (Todd M. Robertson, Executive Director, Transportation and Services)

D. The City of Evansville (Board of Public Works) requests approval of an agreement with Evansville Firefighters Federal Credit Union Co. for rental of portion of Evansville Firefighters Credit Union Co. located at 312 North Fourth Avenue, Evansville, IN. E. The City of Evansville (Evansville Fire Department) requests permission to advertise for station renovations. (Jarrod M Brown Deput Chief Finance/Logistics, Evansville Fire Department)

F. The City of Evansville (DMD) requests approval of Amendment one to a contract with TRI State Food Bank, Inc. for $5,00 in additional funds for mobile food pantry program. Total contract amount $15,000. CDBG 2025, IDIS# 5122, 2025-19-PS     (Lisa Foster, Contracts Manager, DMD)

G. The City of Evansville (DMD) requests approval of a contract with Titan Electrical & Construction LLC for additional work needed above original scope ventilation boots,  discovered during initial work. Contract amendment increase is $1,107.46. 1507 S FAIRLAWN AVENUE, EVANSVILLE, IN 47714.  2026-06 AHTF       (Lisa Foster, Contracts Manager, DMD)

H. The City of Evansville (DMD) requests approval of a contract with The Reitz Home Preservation Society, Inc. for a 1:1 Matching Grant. Total contract amount $25,000. 2026-14 GRANT     (Lisa Foster, Contracts Manager, DMD)

I. The City of Evansville (City Engineers) requests approval of a Changer Order #2 with Blankenberger Brothers, Inc., First Avenue Storm Sewer Replacement Project 25-008. During excavation for installation of a replacement pipe, existing underground gas service lines were discovered and required additional work and materials to make the appropriate corrections.  Maintenance of Traffic Devices was required for an extended time.  See attached Contractor Unit Cost breakdown. Additionally, a $0 contract extension to 4/30/2026 is included. Change Order #2 - Increase of $14,239.73. New total contract amount $311,760.07.     (Brian Mundy, City Engineer)

J. The City of Evansville (City Engineers) requests approval of a Change Order #7 with Blankenberger Brothers, Inc. for Eastside Drainage Improvements, project 23-024. This is a change order for material and labor for Sand Boil Mitigation $67,750.66.  In addition, material and labor for relocation of watermains and sanitary sewer forcemain $15,381.00.  For a total of $83,131.66. Original Contract Amount $2,713,063.00, contract to date: $3,850,287.18.     (Brian Mundy, City Engineer)

K. The City of Evansville (City Engineers) requests approval to advertise Project 26-001, 2026 Mill and Overlay-Phase I. The advertisement will run on Friday May 1, 2026, and Friday May 8, 2026. (Brian Mundy, City Engineer)

L. The City of Evansville (City Engineers) requests approval to surplus office furniture: Vertical four drawer filing cabinet and a 29”x59” table (Brian Mundy, City Engineer)

M. The City of Evansville (City Engineer) requests approval of Appendix A – ROW Permit Applications”, with the following recommendations:

1. Right-of-Way Permit Applications 2872, through 2887 no exceptions as submitted.  Compliant Maintenance of Traffic procedures per the Indiana MUTCD should be implemented as required per each site specifics.  Board of Public Safety approval may be required prior to any lane restriction or street closure. Any open pavement cut repairs shall adhere to the current City Engineering utility cut repair detail requirements.

N. Approval of the use of barricades, signage and other items as requested for the following events, road closures, for these events were approved by the Board of Public Safety on Wednesday April 22, 2026:

1. Fun Art requests approval for their Funk In The City Art Festival  Closing: 2nd Street from Washington to Jeffereson, Adams from 2nd Street to Putnum, Saturday, May 16, 2026, from 5:00 A.M. to 8:00 P.M. Purpose: Art Festival Barricades Requested

2. Mo’s House Requests approval of their 1st Fridays Art Show – Dj Fest – Funk In The City Closing: Corner of Jefferson and Parrett to Corner of Adams and Parrett. Street  Fridays – 5/1, 6/5, 7/3, 8/7, 9/4, 10/2 from 3:30 P.M. to 1:00 A.M. Purpose: Festival Barricades Requested

3. St. Boniface Church requests approval of their Corpus Christi procession  Route: south on Wabash Ave Franklin St west on Franklin Sacred Heart Church, Sunday, June 7, 2026, from 10:00 A.M. to 12:00 P.M. Purpose: Eucharistic Procession  Barricades Requested

4. St Benedict Church requests approval of their Corpus Christi Procession  Route: east on Lincoln Ave, S. Englewood, south to Bellemeade, west on Bellemeade, College Hwy North to Lincoln Ave. Purpose: Eucharistic Procession Barricades Requested

5. The Children’s Museum of Evansville requests approval of their Way Late Play Date Event Closing: Se 5th Street between Locust and the ally between Main & Locust        Friday, May 8, 2026, from 4:00 P.M. to 11:59 P.M. Purpose: Party/Fundraiser        Barricades Requested

6. Closure- 6th Street from Main to Sycamore, 6th Street from Sycamore to Vine        Evansville Police Department – Officer Andy Carlile contact person Friday,  May 8, 2026, from 6:00 A.M.
