Budget Process

Your North Richland Hills city staff works throughout the spring and summer to prepare a budget for the new fiscal year that begins on Oct. 1. The City Manager's proposed budget is presented to the City Council in August, after which the City Council holds work session meetings to review, discuss, and provide direction on the budget and property tax rate. Public hearings on the proposed budget and property tax rate are held prior to its adoption by the City Council each September. Public hearings and City Council approval are also required to revise the annual budget after it has been adopted.

UPDATE: At their Sept. 8, 2025 meeting, the City Council adopted the proposed budget and tax rate of $0.497841 per $100 property value. This marks the second year in a row that the tax rate is below the No New Revenue Rate. View the Budget Roadshow Handouts for an overview of the budget. Public Input

Public input is an important part of the budget process. During development of the FY 2026 Budget, the City of North Richland Hills hosted three Budget Roadshows in August for the public to learn about the proposed budget and tax rate, ask questions and provide input. Residents also had the opportunity to submit comments online and during public hearings.
