I, Katherine L Adamson, duly qualified and acting County Auditor for the County of Fulton,
Indiana, do hereby certify with regard to all proceedings of the date above; that all of the subjects
included in the foregoing proceedings were contained in the agenda for the meeting, kept
continually current and available for public inspection at the office of the County Auditor; that
such subjects were contained in said agenda for at least twenty-four hours prior to said meeting;
that the minutes of the meeting were in written form and available for public inspection
immediately following approval of the body which held the meeting; that all news media
requesting notification concerning meetings of said body were provided with advance notification
of the time and place of said meeting and the subjects to be discussed at said meeting.

Meeting Called to Order at 9:00 a.m. with Pledge to the Flag. Present: Ron Dittman, Barry Baldwin,
Steve Fishburn, Patty Geier, Randy Gundrum, Chayse Thompson, Pete Karas, Auditor Kathy Adamson
and First Deputy Auditor Cindy Sells.
MAINTENANCE - Kerry Fear requested pay raise. Budgets for the Courthouse, Annex and Probation
are pretty much the same, except for increases in utilities due to rate increases. He discussed the aging
buildings and potential problems in the future.
MAINTENANCE (JAIL) - Chad Calvert gave his report on the budget; the largest increase is in
building maintenance. There was a discussion about the increase in landscaping costs and cleaning
services for the administrative areas only.
SHERIFF - Travis Heishman requested the standard $2,000 per salaried employees and $1.00 per hour
for hourly employees. He discussed that utilities needed to come from one budget only, discussed garage
and motor and increases in computer software maintenance as costs are rising. He also presented the Jail
budget; no increases except in the jail medical contract which will see a 4% increase and prisoner meals
have gone up as well.
AUDITOR - Kathy Adamson presented the budget other than wage increases things were pretty much
the same. Also discussed the budget short fall and moving budgets around to help alleviate the cuts that
will have to be made.
NETWORK ADMINISTRATION -Josh Sriver requested pay increases 15.85%. He also discussed
about getting an intern part time to help with daily work within the IT department; someone young (high
school or college). He discussed the things that will be coming in the next five years.
Ron Dittman led a discussion of whether to proceed with a new bond for 2026. He stated that what has
been asked for so far is not an immediate need so if they decided to wait until next year there would be no
issues. This would also allow BakerTilly more time to do the bond process. Pete Karas made a motion to
proceed with the 2026 General Obligation Bond. Motion died for a lack of a second. It will be tabled
until next year. Ron Dittman will inform BakerTilly of the decision.
RECORDER - Deb Bock presented her budget. She requested raises for herself and her staff. She
discussed moving $30,000 from the Identification Protection Fund to Recorder's Perpetuation Fund. Will
need to make sure this could be done.
SOIL AND WATER - Megan Malott requested a salary increase. She discussed the rent increase for the
building. She also discussed that Cass County FSA has moved into the building.
CIRCUIT COURT-Judge Chris Lee requested a $10,000 wage increase for his staff.
TOURISM - Rebecca Hartzler presented the budget and discussed the needed increases.
EXTENSION - Jessica Riffle presented the budget. She requested an increase in wages for staff. She
Introduced Abby Anspaugh the new ag extension educator. She discussed the contract increase with
Purdue University.

Pete Karas made a motion to recess for lunch to return at 1: 00 pm. Chayse Thompson seconded, motion
carried 7-0.
AREA PLAN COMMISSION - Heather Redinger requested wage increases. She discussed the need
for a Flood Plain Administrator for 2026 as Gary Madlem has been doing it, but she foresees him retiring
soon.
Ron Dittman led a discussion as to where the budget is currently at and potential cuts that can be made.
The Council decided to do $2,000 per salaried employee and $1.00 per hour for full and part time
employees. Commissioners will receive $1,000 and the Council will receive $950. Then we can look at
the budgets from there to determine necessary cuts.
HEALTH-Carrie Ranstead introduced the new County Health Nurse Alison Foster. They presented the
budget for the health department. They discussed losing grant funding which has caused the health
budget to increase.
CLERK-Dawn Ziemek was on vacation. Discussed her budget. Question was raised about the $2500
general election voter registration stipend for the clerk. Clarification is needed.
PROBATION -Andy Holland is on vacation.
HIGHWAY - John Geier presented his budget. He stated he had vehicles budgeted for $180,000.
He presented a PowerPoint presentation to justify raises for the highway department; with emphasis on
retaining skilled employees.
COMMISSIONERS - Dave Sommers and Rick Ranstead presented the budget. Budget is pretty much
the same except will not have to pay 4C Health, Ritter Service.s and they have opted out of the US 31
Corridor group.
COUNCIL-Ron Dittman presented the Council's budget. Moved longevity pay to the Council budget
instead of Rainy Day. There was a discussion of longevity pay. Pete Karas made a motion to expand
longevity pay as presented earlier this year. Steve Fishburn seconded, motion carried 6-0.
ADJOURN - Steve Fishburn motioned to recess at 3 :20 pm. Barry Baldwin seconded; carries.
