Main Street 1897 Room, 2nd Floor Lancaster, OH 43130 Board Chairperson Karen Rotkis called the meeting to order at 4:45 PM Board Secretary Robert Wolfinger called roll call and announced there was a quorum. Attendees: Civil Service Commission Member, Michael Crites, Co-Chairperson Civil Service Commission Member, Karen Rotkis, Chairperson Civil Service Commission Member, Robert Wolfinger, Secretary Mayor, Don McDaniel Service Safety Director, Carrie Woody Assistant Law Director, Mitch Harden Guests: Police Deputy Chief, Chris Caton Police Staff Lieutenant Brian Underwood Fire Chief Slade Shultz Rob Cloud, President of “RC Fire & EMS Solutions, LLC” Commissioner Crites made a motion to approve the Minutes from February 17, 2026, meeting, seconded by Commissioner Wolfinger. Motion was passed by a unanimous vote. Certify Police Sergeant test results Commissioner Wolfinger made a motion to remove from the table the request to certify the Police Sergeant test results. Seconded by Commissioner Crites. Motion was passed by a unanimous vote. Acting Police Chief Caton, Acting Deputy Police Chief Underwood, Assistant Law Director Harden, Mayor McDaniel, Service Safety Director Woody, and Commissioner Wolfinger reviewed the Civil Service Commission’s Rules and Regulations in order to ensure the current evaluation worksheet is complying with the R & R. There was a unanimous consensus of compliance by the group. Commissioner Wolfinger made a motion to certify the Police Sergeant test results, seconded by Commissioner Crites. Motion was passed by a unanimous vote. 1 [PAGE 2] Fire Department Promotion Vendor Fire Chief Schultz has some concerns regarding the current use of the Ohio Association of Fire Chiefs (OAFC) conducting the Promotion evaluations for the candidates applying for a promotion. His primary concern is OAFC is not using current evaluation questions and techniques. Chief Schultz has been interviewing several companies who perform the same services. Rob Cloud, President of “RC Fire & EMS Solutions, LLC” made a presentation to the CSC. A formal proposal will be submitted to the City in the near future. General Discussion None Old Business Fire Chief Schultz would like to schedule a meeting with the Commission to discuss testing services and the need to schedule testing for Firefighter/Paramedics (exp. 07.07.26) and Lieutenant (exp. 05.30.26) New Business None The next meeting will be held at Lancaster City Hall, E Main St., Lancaster, Ohio, 43130, 1897 conference room, on Thursday, April 9, 2026, at 4:45 PM.
