public meeting is valued and appreciated. Please note the City Council and Successor Agency
convene concurrently.
Agenda/Packet: The Agenda/Packet is available for review at Fillmore City Hall and online at
www.fillmoreca.com/cityhall/agendas 72 hours before the scheduled meeting (but generally
available the Thursday prior to the scheduled Tuesday meeting). Materials related to an item on
this agenda submitted to the City Council/Successor Agency after distribution of the agenda packet
are available for public inspection in the City Clerk’s Office during regular business hours and on
the City’s website subject to staff’s ability post the documents before the meeting.

Challenging City Council/Successor Agency Decisions: any legal action by an applicant seeking to
obtain a judicial review of the City Council/Successor Agency’s decision on a hearing or issue
listed on this Agenda may be subject to the 90-day filing period of, and governed by, Code of Civil
Procedure § 1094.6. Additionally, if you challenge the actions of the City Council/Successor
Agency in court, you may be limited to raising only those issues you or someone else raised at the
public hearing described in the public notice, or in written correspondence delivered to the City
Council/Successor Agency at, or prior to, the public hearing pursuant to California Government
Code § 65009.
Consent Calendar: Items listed on the Consent Calendar are considered to be routine in nature,
not discussed individually, and are normally approved by one motion. If a Councilmember or
member of the public wishes to comment on a particular item, that item shall be removed for
separate action.
No New Business will be considered by the City Council/Successor Agency after 11:30 p.m.
unless a majority of the legislative body determines to continue.
Public Input: If you wish to address the Council/Successor Agency regarding an item listed on this
agenda, please complete and submit an Audience Participation Form to the City Clerk prior to
consideration of that agenda item. Public Comments is the time for presentations/comments not
on this agenda but within the subject-matter jurisdiction of the city Council/Successor Agency.

beginning of Public Comments. Pursuant to California Government code/Brown Act, the City
Council/Successor Agency ordinarily cannot take action on any item that is not listed on the

A. Consideration of Resolutions 15-3475 and 15-3477 Adopting the Recommended Fiscal
Year 2015-16 Budget for the City of Fillmore and the Successor Agency to the City of
Fillmore Redevelopment Agency
Recommendation: 1) Adopt the attached resolution to: (A) approve the City of Fillmore
FY 2015-16 Recommended Budget as the Adopted Budget and the Budget
Management Guidelines and (B) approve the Successor Agency for the City of Fillmore
Redevelopment Agency FY 2015-16 Recommended Budget; or in the alternative 2)
Adopt the attached resolution for the city of Fillmore and Successor Agency for the City
of Fillmore approving the FY 2015-16 Recommended Budgets as the Adopted Budgets
and Budget Management Guidelines with additional changes; 3) Do not adopt the
attached resolutions for the City of Fillmore and Successor Agency for the City of
Fillmore approving the FY 2015-16 Recommended Budgets as the Adopted Budgets
and Budget Management Guidelines and continue the item to the June 9th meeting with
the plan to adopt at this meeting; 4) Provide other direction to staff.
B. Preliminary Five-Year Capital Improvement Program – Fiscal Years 2015-16 to 2019-20
Recommendation: 1) Review the draft Five-Year Capital Improvement Program and
provide direction to staff; and 2) Direct staff to submit the final version of the Five-Year

Capital Improvement Program for review and approval after the FY 2015-16 Annual
Budget has been adopted; or in the alternative 1) Receive and file the draft Five-Year
Capital Improvement Program; or 2) Provide other direction to staff.
C. Authorization to submit a list of Proposed Public Works Projects to the Planning
Commission for a Determination of Conformance with the Fillmore General Plan
Recommendation: 1) Authorize submission of the attached list of FY 2015-16 Proposed
Public Works Projects to the Planning Commission for a determination of conformance
with the General Plan, and direct staff to report the Planning Commission’s findings to
the City Council; or in the alternative 1) Instruct staff to submit a revised list of public
works projects to the Planning Commission or; 2) Provide staff with other direction.
D. Request the City approve contracts with consultants to modify the North Fillmore
Specific Plan to be consistent with Measure I: Tom Figg, Rincon, Jensen Design, NBS
and RRM for a total not to exceed $85,867
Recommendation: 1) Authorize the Mayor to sign contracts with Tome E. Figg, Rincon
Consultants, Jensen Design & Survey, NBS and RRM funded by line item 101-4528-
0021-298.
E. Proposed FY 15-16 Sewer Service Rate Increase
Recommendation: 1) Approve the first reading of Ordinance No. 15-851 regarding the
recommended 3% increase in sewer rates in order to cover the increase in the cost of
operations and cover the payment of debt service; or in the alternative 1) Do not conduct
the first reading; 2) provide other direction to staff.
F. Proposed FY 15-16 Water Service Rate Increase
Recommendation: 1) Approve the first reading of Ordinance No. 15-850 regarding the
recommended 3% increase in water rates in order to cover the increase in cost of
operations and cover the payment of debt service; or in the alternative 1) Do not conduct
the first reading and; 2) Provide other direction to staff.
G. Receive Report Fillmore Aquatic Center Summer Programs and Fees
Recommendation: 1) Receive and File.
H. Consider Approving an Animal Services Agreement with the County of Ventura
Recommendation: 1) Approve Animal Services Agreement with the County of Ventura;
or in the alternative 1) Do not approve Animal Services Agreement; 2) Provide further
direction to staff.
I. Consideration and Adoption of City Resolution 15-3476 Setting the Appropriations Limit
for Fiscal Year 2015/16
Recommendation: 1) Approve Resolution 15-3476; or in the alternative 2) Provide other
direction to staff.

J. Review of Annual Storm Drain Maintenance Assessment District Report, Declaring Intent
to levy Assessments and Setting of a Public Hearing
Recommendation: 1) Adopt Resolution No. 15-3467 Declaring the intention to levy the
annual assessment for Fiscal Year 2015-2016 for the Fillmore Storm Drain Maintenance
Assessment District Nos. 01, 01A, 03, 04, 05, 06 and 07; and 2) Set the Public Hearing
for June 09, 215 at the regularly scheduled City Council meeting to receive public
comments regarding the Fillmore Storm Drain Maintenance Assessment Report and the
levy of assessments.
K. Review and Initiation of Proceedings for the Annual Engineer’s Report and Levy of
Assessments for City of Fillmore Landscape and Lighting District No. 2 and Heritage
Valley Landscape and Lighting District 2007-1; Adoption of Resolutions and Setting a
Public Hearing to Consider this Proposal.
Recommendation:
1. Adopt Resolution 15-3461“A Resolution of the City Council of the City of Fillmore,
California Initiating Proceedings for the Annual Levy of Assessments for the Fillmore
Landscape and Lighting District No. 2 for Fiscal Year 2015/2016 Pursuant to the
Provisions of Part 2 of Division 15 of the California Streets and Highways Code”;
2. Adopt Resolution 15-3462“A Resolution of the City Council of the City of Fillmore,
California Preliminarily Approving the Engineer’s Annual Levy Report for Fillmore
Landscape and Lighting District No. 2 for Fiscal Year 2015/2016”;
3. Adopt Resolution 15-3463“A Resolution of the City Council of the City of Fillmore,
California Declaring its Intention to Levy and Collect Annual Assessments for Fillmore
Landscape and Lighting District No. 2 for Fiscal Year 2015/2016 and Setting a Public
Hearing to Consider This Proposal”;
4. Adopt Resolution 15-3464“A Resolution of the City Council of the City of Fillmore,
California Initiating Proceedings for the Annual Levy of Assessments for the Heritage
Valley Landscape and Lighting District No. 2007-1 for Fiscal Year 2015/2016,
Pursuant to the Provisions of Part 2 of Division 15 of the California Streets and
Highways Code”;
5. Adopt Resolution 15-3465“A Resolution of the City Council of the City of Fillmore,
California Preliminarily Approving the Engineer’s Annual Levy Report for the Heritage

A. CONFERENCE WITH LABOR NEGOTIATOR - The City Council will conduct a closed
session, pursuant to Government Code Section 54957.6, with the city manager, the city
attorney, the human resources director and the finance director, the City’s negotiators,
regarding labor negotiations with the Union of Operating Engineers Local No. 501,
representing the City’s classified employees.
B. CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION.
The City Council will conduct a closed session, pursuant to Government Code sections
54956.9(d)(4), because the City is considering whether to initiate litigation in one case.
13. Adjournment: Mayor adjourns this meeting to the next City Council meeting scheduled for
June 9, 2015 at 6:30 p.m. at City Hall, 250 Central Avenue.
