December 19, 2025
A regular meeting of the Historic Preservation Commission was called to order at 12:02 pm Friday,
December 19, 2025, by Chair Mark Tennison at City Hall, 220 South Market Street, Oskaloosa, Iowa.
1. Roll Call

3. Approval of the Minutes.
It was moved by Sodak, seconded by Lockwood, to approve the minutes from the April 18,
2025, meeting. Motion carried unanimously.
4. New Business
A. Consider an application for a Certificate of Appropriateness for 122 North 1st Street
a. Michelle Purdum of Five Star Title applied for a Certificate of Appropriateness for
122 North 1st Street for three replacement signs and relocating one existing sign It
was moved by Lockwood and seconded by Howard to approve the Certificate of
Appropriateness. Motion carried unanimously.
B. Consider the 2026 annual work plan
a. Shawn Christ reviewed the State Historical Preservation Office’s requirement for an
annual report and work plan. He presented a draft list of work plan items for discussion.
i. Historic Property Surveying and Inventory: The State Historic
Preservation Office has emphasized the Commission’s responsibility to
survey and inventory historic properties, including those that may qualify
for listing on the local or national register. To address this, a subcommittee
will be formed, consisting of at least three members of the Historic
Preservation Commission. Cheryl Lockwood and Linda Howard have
volunteered to serve, with a third member and project manager to be
appointed at a later date. The subcommittee’s initial focus will be on the
Paradise Block in Oskaloosa.
ii. Implement the CORE Downtown Improvement Grant : In November
2025, the city council approved the Community-Oriented Revitalization
and Enhancement (CORE) Downtown Improvement Grant. Staff and
commissioners will promote and encourage use of the new grant funding
for further rehabilitation of buildings located within the downtown historic
district.
iii. Training: Each year, at least one commission member or representative of
an Iowa certified local government (CLG) must participate in State
approved historic preservation training. A minimum of one HPC member,
who hasn’t attended in the last 3 years, will attend the 2026 Preserve Iowa
Historic Preservation Commission Summit.
iv. Historical Document Digitization : Staff recommended removing the
historical document digitization project from the proposed 2026 work plan,

noting that it has remained on the plan for several years with minimal
progress. However, committee members emphasized its importance and
agreed to keep it on the work plan. Cheryl Benson volunteered to lead and
complete this task in 2026.
b. It was moved to approve the proposed 2026 annual work plan by Pat Sodak with
the above-listed changes and seconded by Cheryl Lockwood. Motion passed
unanimously.
5. Reports
A. Report and discussion regarding historical tours for Oskaloosa app (Linda Howard)
a. Linda Howard reported on “TASK” (Tours, Applications, Storyboards, Kiosks), a
subcommittee of Oskaloosa Main Street focused on developing a mobile app for
the community. The app will include several tours of Oskaloosa, one of which will
be a historical tour. As part of this tour, Howard plans to feature homes built
during the 1950s. She requested that Historic Preservation Committee members
share any resources, such as information or contacts, related to notable 1950s-era
homes that could be included. Several members responded with
recommendations and resources.
B. Report on CORE Downtown Improvement Grant
a. Shawn Christ reported on the CORE (Community-Oriented Revitalization and
Enhancement) Downtown Improvement Grant, which was approved by City
Council at the September 15, 2025, meeting. Commission members are
encouraged to promote the grant.
C. Discussion of Roof Work in the Historic District
a. Shawn Christ led a discussion regarding roof work in the Historic District. In the
past it has been the commission and staff’s interpretation that exterior building
maintenance, which does not alter the building’s appearance, should not need a
certificate of appropriateness. There has been an increase in roof work in the
district recently, and staff wanted to ensure that the committee still agrees with
this interpretation.
D. Report on discussions of future renovations of the Oskaloosa Downtown Square
a. Shawn Christ shared updates on recent city staff discussions regarding
renovations to the Oskaloosa Downtown Square, specifically addressing the park’s
aging concrete walls. The City of Oskaloosa has allocated funds to replace them.
Current discussions include options for color, design, and the potential addition
of a decorative arch to enhance the square’s appearance. City engineering staff is
researching contractors and cost estimates; however, no decisions have been
finalized. The project will require approval from City Council and will also seek
input and approval from this committee.

With no further business it was moved by Carmichael, seconded by Sodak, to adjourn at 12:55
pm. Motion carried unanimously.

Oskaloosa Municipal Code section 2.84.040(B) requires the commission to elect a chair, vice-
chair and secretary to serve in that role for one year. These individuals are eligible for
reelection every year and there are no limits on terms. Historically, staff has filled the role of
secretary.
RECOMMENDATION:
Staff recommends the commission nominate and elect officers for the coming year.

Consider the Certified Local Government Annual Report for 2025
STRATEGIC PLAN ALIGNMENT:

SUMMARY:
A Certified Local Government (CLG) in Iowa is a city or county that has partnered with the State
Historic Preservation Office (SHPO) and the National Park Service to establish a formal,
qualified historic preservation program. Over 90 government participants have passed
preservation ordinances, maintain a local commission, and gain access to certain grants,
training, and technical assistance.
As a Certified Local Government, Oskaloosa must annually submit a report of the prior year’s
activities to maintain our CLG status. The report also includes any projects, initiatives and/or
programs the commission plans to work on in the coming year.
Staff has prepared the attached final draft for review and approval. The annual report was
approved by the city council February 2 and is due to the State Historic Preservation Office
(SHPO) by February 28, 2026.
RECOMMENDATION:
Approve the annual report with inclusion of applicable attachments.

The Historic Preservation Commission continues to work closely with Oskaloosa
Main Street and the Oskaloosa Area Chamber and Development Group. The
HPC also maintains a working relationship with the Mahaska County Historical
Society and volunteers from our local arts and culture group.

Worked with Oskaloosa Main Street to secure a $100,000 Iowa Main Street
Challenge grant for exterior building improvements for the Foundry Market at

The preservation commission and staff completed the update to the Downtown
Design Guidelines (now "Standards"). Work on historical signage for
Edmundson Park and scanning important HPC documents stalled in 2025 but
will pick up in 2026. For annual training, Dan Carmichael attended the 2025
Preserve Iowa Summit in Muscatine.

The Oskaloosa City Council met in regular session on Monday, February 2, 2026
at 6:00 p.m. with Mayor Krutzfeldt presiding and the following members answering roll
call: Almond, Caligiuri, Drost, Hermsen, Holmberg, Ibrahim and Sword. Absent: None.
It was moved by Caligiuri, seconded by Hermsen to approve the consent agenda:

Caligiuri introduced Resolution No. 26-02-10 entitled “RESOLUTION

MACHINERY AND THE CITY OF OSKALOOSA TO PROVIDE A CASE IH TRACTOR

Investigate historical signage for Edmundson Park
Edmundson Park is listed on the National Register of Historic Places and public signs identifying
the park or structures within it would be desirable. Pursue or prepare design concepts and
financing for fabrication and placement including grants (CLG or other) and/or budget requests
to the city council if necessary.

Implement the CORE Downtown Improvement Grant
In November 2025 the city council approved the Community-Oriented Revitalization and
Enhancement (CORE) Downtown Improvement Grant, a successor to the 2016-2023 downtown
façade program. Staff and commissioners will promote and encourage use of the new grant
funding for further rehabilitation of buildings located within the downtown historic district.

Create a survey/inventory subcommittee and make a recommendation on the Paradise Block
The commission will form a small subcommittee to oversee the process, focus area, and
tentative schedule for survey/inventory work of historic properties. The subcommittee’s first
area of focus will be the Paradise Block and a recommendation whether it should be
nominated as a local historic district. If necessary, the subcommittee may seek CLG grant funds
to assist in these efforts.

Digitize documents
Complete review of HPC files and digitize any historical pictures and/or documents associated
with Oskaloosa’s historic buildings and sites. Provide scanned documents to city staff to

designated local historic landmarks or to alter buildings, structures, objects and/or sites within

Training
Each year, at least one commission member or representative of an Iowa certified local
government (CLG) must participate in State approved historic preservation training. A minimum
one HPC member, who hasn’t attended in the last 3 years, will attend the 2026 Preserve Iowa
Summit to be held June 2-3 at the FFA Enrichment Center in Ankeny or will complete another
training opportunity offered by the Iowa SHPO office.

Meetings
The Oskaloosa Historic Preservation Commission will select a chair and vice chair and retain city
staff as secretary. The commission will schedule regular meetings on the third Friday of every
month at noon at Oskaloosa City Hall. Meetings may be cancelled if there is no business. A
minimum of three (3) meetings will be held. Meeting documentation including minutes of
commission actions will be maintained and made available to the public on the city website at
www.oskaloosaiowa.org and at City Hall.
