Open Forum is an opportunity for the public to address the Village Board of Trustees about issues not
otherwise on the agenda. The Village Board welcomes public comment at its meetings. Each speaker is
limited to a total of three (3) minutes to ensure that other members of the public can speak and allow
time for official Village business to occur. Those wishing to address the Board during Open Forum are
encouraged to provide their contact information on the sign-in sheet so they can be recognized and
called to the podium. The Board will not respond to public comments during Open Forum. When
appropriate, the Mayor will refer the issue to the appropriate staff member for follow-up. Responses will
be made by Village staff to the email or telephone number provided on the sign-in sheet at the meeting.

Introduction
The Village hired urban designer and landscape architect, MKSK, of Chicago, IL, to design
the Alfresco Alley Improvements. MKSK will be presenting the proposed design plans for
consideration and comments.

Introduction
The Capital Improvement Program (CIP) is a planning tool used to provide a multi-year
vision of the Village’s future capital needs. Capital projects are typically the largest
expenditure in an annual budget which makes the CIP a critical tool for the Village’s budget
discussions. By outlining future costs for capital projects, the Village is able to plan for
funding and project phasing.
The CIP includes fiscal year 2026/2027 projected projects along with projects anticipated to
occur over the next 5 years through 2031. Each future project includes a cost estimate that
is subject to change over time. The CIP provides the Village Board, Village staff and the
residents with a plan for necessary future improvements and identifies areas where
financing is needed to fund improvements.
Staff Analysis
Village staff has identified critical projects to ensure the Village's infrastructure is properly
maintained. Many of these projects have previously been discussed with the Village Board.
The projects listed within the CIP are from the following areas:
Road Infrastructure
Facility Improvements
Water and Sanitation
Commuter Parking
Cary Lake at Rotary Park
Central Cary Tax Increment Financing District (TIF #3)
Additional Capital Projects
The Village of Cary first reviewed the comprehensive CIP in February 2017. The CIP will
continue to be a part of the annual budget process, and feedback will be important to ensure
the CIP is kept current each year.
No final decisions will be made at this meeting; however, feedback is desired on the fiscal
year 2026/2027 projects to ensure staff can refine the project list for the budget workshop
meeting on March 10, 2026.
