Present: Ron Dittman, Barry Baldwin, Steve Fishburn, Patty Geier, Randy Gundrum, Pete Karas, Chayse Thompson and Auditor Katherine Adamson. PARKVIEW - Carla Gebert (the EMS Manager for Parkview EMS in Fulton County) and Tiffany Teeguarden (the onsite supervisor) discussed what they have been doing this year. She talked about their run, patient and mileage for July 2024 - cmTently, everything has been increasing except mileage. She discussed run times and having a full team by August. Everyone through Parkview goes through extensive training, she explained how those work. MUD LAKE - Seth White gave an update on Mud Lake. They had a meeting with IDEM and DNR last Monday. The DNR looked over the permit with RQA W, the DNR said the original plan to replace the dirt would no longer work and they would like a control structure. Now, he has two quotes for the control structure. Terracon had two options for the Test Borings and Test Pits, he briefly described the difference between the two. The estimated sum $13,234 for geotechnical and an additional $9,950 for RQA W. They timeline they have is best case scenario in the fall, more than likely it'll be in the winter. He would like to ask for the monies from council to pay Terracon and RQA W to get this finalized. Council Member Pete Karas motioned to approve Seth proceeding with the $9,950 and $13,234, Council Member Steve Fishburn seconded, motion carries 7-0. Department Heads: COMMUNICATIONS - Brittney Thompson discussed having someone who put in there two-month notice. She is hoping for permission to hire someone as soon as possible, instead of within the two weeks so that they can be trained well. She has the money in her budget to be able to pay them, so she would not need to ask for money. She also discussed going live with police priority dispatch, they will not be doing quality assurance until next week. The only protocols they don't have is Fire but they will start working on that shortly. In two weeks, she will be out of town for CMCP Training. CLERK - Dawn Ziemek discussed wanting to start imaging the records in the attic. The county will be getting back $60,827 and she would like to use that money to start the imaging. The initial cost is around $60,000. She has $32,000, she could also put towards that this year, and is planning money in her budget for next year to work on imaging. The beginning quote was $59,107, that will get a lot of the older books. Once things are imaged in, the hard copies can get destroyed which will help with the weight concern in the attic. Council Member Randy Gundrum motioned to approve Dawn using the $60,000 for imaging, Council Member Chayse Thompson seconded, motion carries 7-0. She also gave an update on the collections and it is going well. ASSESSOR - Kasey Hensley thanked the Auditor Kathy Adamson for helping balance the AV quickly. The appeals are almost completely done .. They have 27 industrial/commercial appeals, 43 residential, 22 have withdrawn, 11 had changes made, 9 she hasn't heard back from, and 1 residential going to PTA BOA. She also discussed her NACO Award. She gave a report on the conference. She discussed the different programs they discussed. She is also working on a proposal for the confidential shred bin to be open to the public, to help fund the shred bins for the county. SHERIFF - Travis Heishman discussed the reports he had emailed. They had a car crash that resulted in totaling out a vehicle, so they are trying to get that figured out. [PAGE 3] FEDCO - Michael Ladd discussed the industrial park moving forward with the Readi2 program. They have a pre-commitment letter for $2.5 million, they still need to go through a compliance review, so there won't be a guarantee until October. The school signed for Little Zebbies, so they have their money. At a meeting last week, they were told there were 21 projects in the Readi 1 program that haven't been started, so they may end up pulling that money and using it to start new projects. The Anhydrous plan is done. HIGHWAY - John Geier discussed the routine work the guys have been doing. They have been chip and sealing and cleaning up after the storms. Bridge 161 has been removed so they will be starting to replace it soon. They got their new dump truck and it is finally in service. JOB CLASS REPORT - They had met on June 25111 and the coroner had requested a change from a contract deputy to an employee deputy due to insurance not covering them to drive if they are not employees. Council Member Steve Fishburn motioned to approve changing three contract deputies to employees, Council Member Barry Baldwin seconded, motion carries 6-0; Pete abstained. The Auditor also asked that her first deputy be changed from a COMOT II to COMOT III next year. Council Member Pete Karas motioned to approve the change from COMO T II to CO MOT III, Council Member Steve Fishburn seconded, motion carries 7-0. MINUTES - They decided to amend the minutes due to a section needing removed, so they will be presented at the next meeting. TRANSFERS - approved as presented Department Fund From Account To Account Amount 0005 1114 Utilities Garage & Motor $51,331.00 Transfer to pay for the purchase of a new truck to be paid out of Garage & Motor. Tourism Board Tourism Advertising Grants $4,000.00 Transfer to increase in request from Fulton County events to cover advertising expenses. ADDITIONAL APPROPRIATIONS - approved as presented Department Fund For Amount Health 1159 Immunization Clerk $20,000 To fund the remainder of the 2025 budget for the Immunization Clerk whose wages were being paid by a grant that has ended as of June 30, 2025. Drainage Board 1186 General Maintenance $18,606.25 To pay RQA W monthly invoices for engineering service fees on Mud Lake Continuing Education $1,000.00 Equipment Law $3,500.00 Sheriff 4103 Enforcement $4,500.00 Monies to be used for Deputy K9 Training and K9 Equipment OASDI $310.00 Perf $450.00 Sheriff 1192 $760.00 Funds to cover Perf and OASDI for Secretary Sex Offender Coordinator. County Council 1001 Consult Fee $25,000.00 Increase of Consultation services and fees with Baker Tilly for 2025 [PAGE 4] Rochester Downtown County Council 1112 partnership $5,000.00 Donation request from the Rochester Downtown Partnership Drainage Board 1186 General Maintenance $13,580.25 To pay RQA W for mess up on Mud Lake OLD BUSINESS - Council Member Ron Dittman discussed the Go Bond discussion happening on July 23rd, they eliminated the need for the 14-year bond. They are hoping to have the final numbers so they can get this done. It was included in their budget. He also discussed needing everyone to review their emails throughout the month. NEW BUSINESS - Auditor Katherine Adamson discussed having used TimeClock Plus for that last several years. TimeClock isn't working well with LOW and HR is having problems. She reached out to LOW about their time keeping system and it will work better. She got a quote for $35,000 to install the system. Josh Sriver (IT) has the money in his budget to pay for it. The process wont start until September/October. Employees will be able to see more of their own information in the new system. Council gave Auditor Kathy Adamson permission to bring this to the Commissioners.
