Regular Meeting of April 9, 2026
Code Enforcement Committee
Committee Members Present: Tanielle Davis, Public Health Manager; James Mastroianni,
Fire Marshal; Thomas Hazel, Zoning and Blight Enforcement Officer; Nick Puorro, Middletown
Police Department; Dean Lisitano, Chief Building Official; Rick DeMaio, Building Official; and
Christopher Forte, Assistant General Counsel.
Members of the Public: None.
1. Call to Order By Staff. AGC Forte called the meeting to order at 9:01 a.m.
2. Approval of Minutes. Review and approval of minutes for the March 12, 2026 regular
meeting.
MOTION: Motion to approve the minutes was made by Dean Lisitano and seconded by
Thomas Hazel. Motion passed unanimously.
3. Public Session. No public comment.
4. New Business.
A. Police Department
1. Municipal Action Against Landlords Renting to Businesses Selling Cannabis
Products Without a License: Office of the General Counsel is meeting with the
Attorney General’s Office regarding a new law allowing municipalities to bring
an action against owners of properties who lease space to businesses who
illegally sell cannabis products. An ordinance has also been drafted prohibiting
the consumption of cannabis on City property.
5. Old Business.
A. Police Department
1. Forbidden Llama: There was a large brawl this past weekend at the property
which has prompted another referral to the liquor control division of the state.
Will continue to monitor.

B. Office of the General Counsel
1. 455 & 465 Middlefield Street: The property owners are appealing a denial
of their appeal by the Zoning Board of Appeals to the Superior Court. Land
Use has followed up with the States Attorney’s Office regarding obtaining
compliance on 465 Middlefield. Christopher Forte informed the Committee
that the neighbors had sent an email with concerns about the property to the
Common Council. Since the last meeting, Land Use, Building, and Health
has gone out to drive by the property to note if there have been any changes
or emissions. None were found and Thomas Hazel reported that the
situation on the property is stagnant.
6. Adjournment.
Motion to adjourn was made by Tanielle Davis and seconded by James Mastroianni. Motion
passed unanimously and the meeting adjourned.
