I. CONSENT AGENDA
A. Sierra Budhraj requests finalization of the site plan approval granted in May 2025 of a proposal to operate a
restaurant at 201 South Brandywine Avenue, tax parcel # 49.50-1-15, located in the C-5 Business District.
B. Larapa Serafini Partnership requests a one-year extension on site plan approval pursuant to Section 264-93 for
approval granted on June 20, 2023 for the construction of a 12-unit apartment building on Sir Benjamin Way, tax
parcel # 60.61-1-25, located in the R-3 Multi-Family Residential District.
C. Larapa Serafini Partnership requests a one year extension of a site plan approval granted in November of 2023,
pursuant to Section 264-93 C. of a proposal to construct a 14-unit apartment building located at Lot 7 of Angela Court,
tax parcel # 60.61-1-40, located in the R-3 Multiple Family Residential District.
D. Kerann Beckles requests site plan approval pursuant to Section 264-90(M) of a proposal to operate a cosmetology
salon at 1007 Chrisler Avenue, tax parcel # 49.55-4-34, located in the C-2 Mixed-Use Commercial District.
E. Mark Tomeck requests a Special Use Permit pursuant to Section 264 Schedule A of a proposal to construct a two-
space parking lot with garage at 458 Fourth Street, tax parcel # 48.52-1-39, located in the R-2 Two-Family Residential
District.

A. GE Vernova requests site plan approval pursuant to Section 264-90(I) of a proposal to construct an 80’x80’ outdoor
event pavilion located at 1 River Road, tax parcel # 49.29-1-1, located in the M-2 Manufcaturing and Warehosuing
District.
B. Wei Chen requests site plan approval pursuant to Section 264-90(I) of a proposal to construct a second story on 1626
Union Street, tax parcel # 50.30-3-9, located in the C-2 Mixed-Use Commercial District. The building will be used as a
coffee shop with two residential units.
C. Minerva Chand-Singh requests site plan approval pursuant to Section 264-90(J) and a Special Use Permit pursuant
to Section 264 Schedule B of a proposal to operate a motor vehicle and auto body repair business at 1600 State
Street, tax parcel # 60.21-3-11, located in the C-5 Business District.
D. Staesha Anderson requests site plan approval pursuant to Section 264-90(M) of a proposal to operate a bar & grill at
108 Jay Street, tax parcel # 39.72-2-11, located in the C-4 Downtown Mixed-Use Commercial District.
