I, Katherine L Adamson, duly qualified and acting County Auditor for the County of Fulton,
Indiana, do hereby certify with regard to all proceedings of the date above; that all of the subjects
included in the foregoing proceedings were contained in the agenda for the meeting, kept
continually current and available for public inspection at the office of the County Auditor; that
such subjects were contained in said agenda for at least twenty-four hours prior to said meeting;
that the minutes of the meeting were in written form and available for public inspection
immediately following approval of the body which held the meeting; that all news media
requesting notification concerning meetings of said body were provided with advance notification
of the time and place of said meeting and the subjects to be discussed at said meeting.

Budget Meeting
Tuesday, August 19, 2025
Meeting Called to Order at 4:00 p.m. with Pledge to the Flag. Present: Ron Dittman, Pete Karas, Steve
Fishburn, Patty Geier, Barry Baldwin, Chayse Thompson, Randy Gundrum, and Auditor Katherine
Adamson.
2026 BUDGET DISCUSSION - Ron Dittman stated the budget needed to be cut $4.8 million to create
the DLGF suggested operating balances of 15% minimum. Auditor Katherine Adamson worked to make
several cuts.
• Move EMA budget from County General to EDIT
• Move Sheriff operational budget from County General to LIT Public Safety
• Move from County General/Courthouse and Annex maintenance budgets to GO Bond revenue
• Move longevity from Council (County General) to Rainy Day
• Removed 4C Health funds from Commissioner (County General)
With these cuts and shifting of budgets, the County General budget is still over $591,282. A key
discussion point was whether to proceed with planned employee raises, described as being barely at a
cost-of-living level. There were other alternatives discussed on how to make further cuts or to use some
of our cash reserves since our overall operating balances are in between 25-30%. With the challenges the
county will face in the future, there was a discussion of hiring freezes and having a discussion with
department heads about "frivolous spending". The council stressed the need for more communication
with department heads as well as accountability. It was decided to advertise high knowing of potential
cuts if needed.
RECESS- Chayse Thompson made a motion to recess; Randy Gundrum seconded; motion carries 7-0.
