Andy Holmberg called the meeting to order at 5:00 pm with Wyndell Campbell and Beverly

Absent: None.

minutes. Motion carried unanimously.
It was moved by Campbell, seconded by Hutchinson to decertify the patrol officer
certified list dated November 1, 2023. Motion carried unanimously.
The Commission discussed the testing process and proposed timeline for patrol officer.
It was moved by Campbell, seconded by Hutchinson to approve the schedule and process for
patrol officer testing. Motion carried unanimously. Below is the proposed timeline.

Advertising: City Website Week of May 20, 2024
Applications due: June 28, 2024, by 4 p.m.
Testing July 26, 2024
Civil Service Meeting August 5-9, 2024

It was moved by Wyndell, seconded by Hutchinson that the meeting adjourn. Motion

CIVIL SERVICE REPORT
POLICE APPLICANT TESTING
7/26/2024
The City Clerk’s office received five police officer applications. Four were invited to test
on July 26, 2024.
On July 26, 2024, 1 applicant arrived for testing at the EMA Building. At 9:00 a.m., the
physical agility portion of the process was conducted at the Penn Athletic Center. Zero
applicants met the state requirements. The test was administered by Lt. Nathan
Johnson and was conducted by department members. One additional applicant,
certified in Texas, already had a valid physical agility test and POST from a different
agency, which were transferred to us for consideration.
The one remaining applicant participated in an oral interview beginning at 11:30 p.m. the
same day. Lieutenants Plumb and Johnson and Sergeants Rogers and DeKleine
conducted the interview in the Conference Room. The interview could not be scored due
to disqualifying information provided to the panel during the interview.

SUMMARY:
Discussion of recent law changes that allow City Councils to temporarily suspend Civil Service
meeting requirements for hiring process scheduling to enable police departments to move more
rapidly toward onboarding suitable applicants before they are hired elsewhere. No standards
would be changed, and all employment requirements must still be met. Once the department is
back to full staffing, it would be recommended that the Council let the suspension expire and
revert to standard Civil Service Commission procedures.

SUMMARY:
The City Council will consider an agenda item on 8/19/24 to allow for accelerated police officer
testing by eliminating the need for an approved certified list of eligible candidates.
The accelerated testing timeline would allow for the initial review of applicants after two weeks
and more rapid movement on viable candidates. All usual standards remain in place.
We have two current openings.
RECOMMENDATION:
Staff recommend approval of an accelerated testing timeline.
BUDGET CONSIDERATIONS:
Currently budgeted positions. No changes.
