public meeting is valued and appreciated. Please note the City Council and Successor Agency
convene concurrently.
Agenda/Packet: The Agenda/Packet is available for review at Fillmore City Hall and online at
www.fillmoreca.com/cityhall/agendas 72 hours before the scheduled meeting (but generally
available the Thursday prior to the scheduled Tuesday meeting). Materials related to an item on
this agenda submitted to the City Council/Successor Agency after distribution of the agenda packet
are available for public inspection in the City Clerk’s Office during regular business hours and on
the City’s website subject to staff’s ability post the documents before the meeting.

Challenging City Council/Successor Agency Decisions: Any legal action by an applicant seeking
to obtain a judicial review of the City Council/Successor Agency’s decision on a hearing or issue
listed on this Agenda may be subject to the 90-day filing period of, and governed by, Code of Civil
Procedure § 1094.6. Additionally, if you challenge the actions of the City Council/Successor
Agency in court, you may be limited to raising only those issues you or someone else raised at the
public hearing described in the public notice, or in written correspondence delivered to the City
Council/Successor Agency at, or prior to, the public hearing pursuant to California Government
Code § 65009.
Consent Calendar: Items listed on the Consent Calendar are considered to be routine in nature,
not discussed individually, and are normally approved by one motion. If a Councilmember or
member of the public wishes to comment on a particular item, that item shall be removed for
separate action.
No New Business will be considered by the City Council/Successor Agency after 11:30 p.m.
unless a majority of the legislative body determines to continue.
Public Input: If you wish to address the Council/Successor Agency regarding an item listed on this
agenda, please complete and submit an Audience Participation Form to the City Clerk prior to
consideration of that agenda item. Public Comments is the time for presentations/comments not
on this agenda but within the subject-matter jurisdiction of the City Council/Successor Agency.

beginning of Public Comments. Pursuant to California Government Code/Brown Act, the City
Council/Successor Agency ordinarily cannot take action on any item that is not listed on the

A. Active Adult Center – “Grand Opening” Saturday, August 1, 2015 (Successor Agency
Item)
B. Public Hearing, Screening 14-01/Tentative Tract Map 5842: Preliminary design review
and consideration of applicant’s request to proceed with a Tentative Tract Map
application concurrent with the North Fillmore Specific Plan Update
Recommendation: 1) Provide direction on the design and layout of the proposed project
concurring with the Planning Commission recommendations; 2) Permit the applicant to
submit an application for a tentative Tract Map and Development Permit with
architectural plans to be reviewed by City staff and the consultants working on the North
Fillmore Specific Plan, with the costs incurred by the consultants to be paid by the
applicant; or in the alternative, City staff believes that because the North Fillmore
Specific Plan Update has begun and it should be allowed to determine how the
remaining 204 units of 350 units will be equitably distributed to the remaining 60 acres,
such that staff recommends that the City Council take the following action: 3) Direct the

applicant to withhold its application until the North Fillmore Specific Plan Update is
completed.
C. Contract Between City of Fillmore and Ventura County Sheriff’s Department Negotiating
Team
Recommendation: 1) Appoint a negotiating team; 2) Provide additional direction to staff;
or 3) Do not do anything at this time.
D. Authorize Mayor to Sign Letter to Ventura Local Agency Formation Commission
Regarding the Gold Coast Transportation Sphere of Influence
Recommendation: 1) Authorize the Mayor to sign a letter to LAFCo.
E. Request for Approval of Consultant Contract to Perform Water Quality Analysis – Well
No. 9
Recommendation: 1) Staff recommends the City Council approve the proposed contract
with GSI Water Consultants, Inc. at a cost not-to-exceed $83,880 and authorize the
Mayor to sign this contract and other documents needed to implement this work. The
total contract cost includes a twenty percent (20%) contingency to cover possible
unknown and unforeseen conditions onsite during the live well pumping tests, as well as
any additional groundwater instrumentation or analysis needs that may arise.
F. Adoption of Resolution 15-3481 Amending Resolution 14-3439 Fixing the
Compensation, Benefits and Other Terms and Conditions of Employment of Non-
Represented Management/Mind-Management and Part Time Employees of the City of
Fillmore Effective July 1, 2014
Recommendation: 1) Adopt Resolution 15-3481 amending Resolution 14-3439.
G. Adopting City Council 2015/2016 Goals
Recommendation: 1) Adopt 2015/2016 Goals.
H. Request City Council approve Tentative Agreement Between the City of Fillmore and
International Union of Operating Engineers Local 501
Recommendation: 1) City Council to approve and adopt by Resolution the Tentative
Agreement between City of Fillmore and International Union of Operating Engineers
Local 501 Tentative Agreement.

A. PUBLIC EMPLOYEE PERFORMANCE EVALUATION AND COMPENSATION;
CONFERENCE WITH LABOR NEGOTIATOR - The City Council will conduct a closed
session, pursuant to Government Code Section 54957.6 and 54957(b)(1), with the City
Attorney and Mayor, the City’s negotiators, regarding an employee performance
evaluation and to discuss the salary, compensation, and benefits provided to an
unrepresented employee, the City Manager.
B. CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION.
The Board of Directors of the Successor Agency to the Fillmore Redevelopment Agency
will conduct a closed session, pursuant to Government Code section 54956.9(d)(4), to
consider whether to initiate litigation in three cases.
13. Adjournment: Mayor adjourns this meeting to the next City Council meeting scheduled for
August 11, 2015 at 6:30 p.m. at City Hall, 250 Central Avenue.
