Special Meeting

May 5, 2026

1.	EXECUTIVE SESSION -- CALL TO ORDER: 3:30 p.m. – City Council Chamber at the Community Center – 25925 Camino Del Avion, San Juan Capistrano.

2.	ROLL CALL: Mayor John Campbell, Mayor Pro Tem John Taylor, and  Council Members Troy A. Bourne, Sergio Farias and Howard Hart.

3.	ORAL COMMUNICATIONS/EXECUTIVE SESSION PUBLIC COMMENTS:

4.	EXECUTIVE SESSION (610.85)  An Executive Session will be held for the following purposes, as authorized by statute:

a.	Pursuant to Government Code Section 54956.9 (a), (d)(2), the  City Council will confer with Legal Counsel to discuss anticipated litigation – significant exposure to litigation (3 items).

b.

Pursuant to Government Code Section 54956.8, the City Council will meet with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) concerning the price and terms of payment concerning certain real property located at 31785 Camino Real, APN 124-160-19, known as Love-Mitchell Parking Lot. Negotiating Party: 31792 Camino Capistrano LLC.

c.

Pursuant to Government Code Section 54956.8, the City Council will meet with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) pertaining to the price and terms of payment concerning approximately 1,115 square feet of unimproved property located on the west side of Rosenbaum Road (APN 650-090-06). Negotiating party: St. John Chrysostom American Coptic Orthodox Church.

5.	ANNOUNCEMENT OF EXECUTIVE SESSION ACTIONS:

La interpretación simultánea al español se ofrece por medio del uso de audífonos y la interpretación consecutive (Español a Inglés) también está disponible para cualquiera que dese dirigirse al Ayuntamiento, declarando su petición en el podio.  No se requiere el uso de los servicios de intepretación de la Ciudad; las personas pueden proveer su propio intérprete, si lo desean.  Debido a que existen muchos dialectos y regionalismos, la Ciudad no puede garantizar que los intérpretes puedan traducer a un dialecto o regionalism en particular y rehúsa cualquier responsabilidad que surja de tales servicios.  Para servicios de interpretación en otros idiomas, comuníquese con la oficina de la Ciudad (City Clerk) (949) 443-6310, cuando menos 48 horas antes de la junta programada.

Translation Services: Spanish interpreting services available upon request, at City Council meetings. Simultaneous interpretation is provided through the use of headsets and consecutive interpretation (Spanish-to-English) is also available to anyone addressing the City Council. The use of City provided interpreters is not required and persons are welcomed to use their own interpreter.  Because many dialects and regionalism exist, the City cannot guarantee that interpreters will be able to interpret into a particular dialect or regionalism, and disclaims any liability alleged to arise from such services.  For translation services, please contact the City Clerk’s office (949) 443-6310, no later than 48 prior to the scheduled meeting.
