An Introduction to Planning & Zoning workshop is tentatively scheduled for
Monday, May 11 from 5:30 to 8:30 pm at the Oskaloosa Public Library. The
training is mandatory for any P&Z and BOA member who has not participated
in the workshop in-person, and a good refresher for others. A light dinner will be
provided.

Tuesday, March 3, 2026
A regular meeting of the Planning and Zoning Commission was called to order at 4:30 p.m. by chair R.D.
Keep at 220 South Market Street, Oskaloosa, Iowa.
1. Roll Call
Present: R.D. Keep, Pamela Blomgren, Judy Groenendyk, Jake Huyser, Scott Moore, Steve
Scholtus, Joe Warrick, Kelsey Veldhuizen
Absent: none

2. Approval of the Minutes. With no corrections, it was moved by Blomgren, seconded by
Scholtus, to approve the February 4, 2026 meeting minutes. Motion carried unanimously.
3. Citizens to be Heard. None
4. Street and Alley Vacations
A. Consider a request for the vacation and sale of the 54.5 foot by 12 foot east-west alley
adjacent to 307 North E Street. Sean Murphy reviewed the application. Brian Crile owns
the adjacent property and would like to complete the property. No survey responses
were received from adjoining neighbors. Two utility companies responded. Neither has
infrastructure in the alley. Following discussion it was moved by Blomgren, seconded by
Huyser, to recommend council approve the application. Motion carried unanimously.
B. Consider a request for the vacation and sale of the 60 foot by 16.5 foot east-west alley
adjacent to 601 C Avenue W. Sean Murphy reviewed the application. Brian Crile owns
the adjacent property and would like to increase lot size for potential ADU. No survey
responses were received from adjoining neighbors. Two utility companies responded.
Neither has infrastructure in the alley. Following discussion it was moved by Blomgren,
seconded by Huyser, to recommend council approve the application. Motion carried
unanimously.

6. Adjournment. With no other business, it was moved by Scholtus and seconded by Huyser to
adjourn at 4:38 pm. Motion carried unanimously.

ITEM TITLE:
Consider a request for the vacation and sale of the 143.8 foot by 66 foot east-west segment of
2nd Avenue West adjacent to 215 South D Street.

SUMMARY:
Staff is requesting the vacation of a 143.8-foot by 66-foot segment of 2nd Avenue West
immediately west of South D Street and adjacent to Industrial Development, LLC’s property.
Industrial Development, LLC has proposed improvements to 1st Avenue West which would
require them to deed a portion of their property along the north side of 1st Avenue West to the
cityforright-of-wayandhaverequestedthisportionof2ndAvenueWestinexchange.Thesubject
street is between GC (General Commercial) and CC (Community Commercial) zoning districts.
OskaloosaMunicipalCodesection12.24.020requiresthisstreetvacaterequesttobereferredto
the Planning & Zoning Commission for study and recommendation prior to further consideration
by the city council. This street is a dead-end street which serves only properties owned by
Industrial Development, LLC, so there is no public need for this Right-of-Way.
Staff conducted a survey of utility companies, and one response was received which indicated
that easement access would be required for infrastructure in the street. No survey of property
owners was conducted as all of the adjoining properties belong to Industrial Development, LLC.
Council set a public hearing date on April 20th, 2026 to consider the request
RECOMMENDATION:
Staff recommends the Planning and Zoning Commission make a recommendation to the City
Council to approve the request to vacate the subject street.

BUDGET CONSIDERATIONS:
Minimal direct costs are associated with the vacation of public ROW, and no direct income is
associated with this request as the property will be utilized for a land swap.
