Daycare is proposing to use up about half of the existing building. They are requesting daytime hours and up to 100 children. The six recommended conditions of approval were mainly tied to the hours of operation and the number of children that could be housed at the facility. At the public informational hearing, there was no one in opposition to the request. As such, Planning Commission and staff recommends approval subject to the six conditions. Thank you, Adam. Within that district, a wrecker service or a towing service is a conditional use, hence the request. The applicant is proposing to use the vacant space that is just east of Superior Liquor, if you're familiar with that location. The conditions of approval stipulate that any outdoor storage would have to be behind the building and... behind a site screening fence. There are 13 recommended conditions, again, mainly to control the outside areas and the means of operation. It is my understanding that at least one older person has received some concerns from a resident of the community. We've tried to address those concerns. Mainly they were around... EARLY ESTABLISHMENT, AS WELL AS POTENTIAL RUNOFF OF THE SITE. IN REGARDS TO THE RUNOFF ON THE SITE, THERE ARE EXISTING STORM WATER REGULATIONS THAT DEAL WITH THIS TYPE OF OPERATION, SO THAT'S WHY THERE'S NOT ANYTHING SPECIFICALLY CONDITIONED IN HERE. IT WOULD JUST BE COVERED UNDER THAT CONDITION OF ALL APPLICABLE CODES AND ORDINANCES. SO BASED ON THAT, PLANNING COMMISSION HELD THE PUBLIC INFORMATIONAL HEARING. NO ONE APPEARED AT THE PUBLIC INFORMATIONAL HEARING, SO STAFF AND PLANNING COMMISSION DO RECOMMEND APPROVAL SUBJECT TO THE 13 CONDITIONS. Thank you, Adam. Jeff Piller, if you'd like to come up and speak, you'll have five minutes to address the council. Hi, my name is Jeff Piller, and I own Brett's Towing and Auto Repair. I didn't know if you were going to ask me to come up, so I thought I'd get my five minutes in. I am from Milwaukee. I own All City Towing, and two years ago I bought Brett's Towing in Sheboygan. I have three different locations, actually, Milwaukee, Grafton, and Sheboygan. And we've done a lot of work in Manitowoc in the last two years since I've owned Brett's in Sheboygan, so it makes sense to come here. I have two long-term Brett's employees that live in Manitowoc. and they showed interest in running this location, and they will. I operate what I call best-in-class towing service for the state of Wisconsin. I have 80 employees. We have 70 pieces of equipment, all the way from the smallest tow truck you'll see all the way up to I own three 50-ton rotators, trucks that Manitowoc doesn't have currently. I leverage technology. All my trucks have cameras on them. We take pictures of cars. Anything that's impounded in our yard will be surveillanced 24-7. Again, I operate a best-in-class service. I always strive to be top of the line across everything. Concerns about possibly a record service isn't always the cleanest-looking business. I operate a very clean and orderly business. Everything will be very nice there. as best as we can with crash cars and stuff, but we'll always take good care of it. So that's it. All right, thank you for your comments. Individuals will be allowed five minutes to address the council on anything germane to the business of the City of Mantua. First individual is Dan LaFoume. So I'm here to hold the city accountable for the behavior of its police department in and around the Riverview School currently. While I understand that the letter of the law is the posted no parking during school hours, the spirit of the law is clearly written in when you look up Wisconsin statutes, that parking on the near side should be able to be allowed. Instead, what has occurred is the police department has come by and swept all the license plates parked on that side and started mailing tickets. Now, obviously, this means that they are not interested in quickly solving the problem if all the tickets are going out through the mail. It also, coincidentally, means they're creating a problem. As I mentioned, the statute is clearly written to allow parking on the near side, and instead what they've done is they've forced all the parking to the far side. So now we have, one, more vehicles in motion during this time, And two, all the parents now have to cross the street there with children because the infrastructure simply doesn't allow us to park in the circle. So it's boggling that the police have time to create problems, to exacerbate problems, And yet we still have other schools that don't have a crossing guard. Why couldn't the police be there actually solving a problem? Furthermore, when citizens called in to ask about what was going on, the city blatantly lied. They said neighbors had complained. I don't know how many of you are familiar with the north side up there by Riverview, but I would like to ask you, which neighbors complained? The cornfield or the scrub-covered hill? So this is, quite frankly, it's the behavior of parasites, not the behavior of leaders and public servants. The city seems so badly to want to prevent itself from becoming Milwaukee or Sheboygan. And I can tell you part of how that starts is by giving your citizens a reason to directly distrust the police. And they're doing it right now. Thank you. Thank you for your comments. The Maritime Metro Transit doesn't run on Sundays, but if they ran on Sundays, it would allow people to go shopping and stuff like that who are on low-income budgets and stuff like that around town needing to get to Aldi's or Festival Foods or Walmart and stuff like that and support businesses downtown. If they ran even just a couple hours a day, that would be very beneficial. And then the Saturday service from 9 a.m. to 6 p.m. would be wonderful. Thank you. Thank you for your comments. I just wanted to highlight a couple of the changes, but I wanted to give a shout out to our HR Director, Jessie Lillibridge, for her hard work and her team to kind of really work through some challenges that we've had with our health insurance plan. Obviously, we never like to see increases... in line with what the costs are in the health industry, you can't really ask for much better than that. So when the increased costs come in at roughly 13% and our rates are going up 13%, that's just unfortunately what we're seeing, but that's the cost that we're seeing as well. So those are the true costs that are getting passed along to the employees. But that's also with no plan design changes from the current year. So that's going forward. Although we did see a reduction in our dental coverage premiums. So those are going down for employees for next year of 2%. And we're able to continue the $800 for each covered employee and spouse for HSA contribution going forward for next year as well. So I just wanted to highlight a couple things that we do here at the city with our insurance plan. So thank you. Thank you. I just want to note dental is going up 2%, correct? Vision's going down. So this is another opportunity to, now another alderman spearheading it, to see once if it can get some sort of traction because it keeps on coming up. Thank you. No, I guess I don't have too much of a concern of going back, but I know we had a lot of discussion around some of the concerns, I think, with the recycling in general and the county's process that would need to change. So I hope that more clearly defines that on a night we're cleaning just the downtown, it's clear, and hopefully people know to avoid downtown at that area because it gets pretty messy literally when they're down there.
