CALL TO ORDER
INVOCATION / PLEDGE OF ALLEGIANCE
PRESENTATIONS
1) Mayor/Council
a) Mayor White will make a presentation to Lillian Blackburn, former longtime Library Board
Member.
b) Mayor White will read the proclamation presented to Carter Escobar on February 19, 2020.
2) Staff
a) Presentation of Certificate of Achievement for Excellence in Financial Reporting for the
Comprehensive Annual Financial Report for this fiscal year ended September 30, 2018.
CITIZEN PARTICIPATION
The purpose of this item is to allow citizens an opportunity to address the City Council on items that are not listed on the
agenda, as well as any consent agenda, executive session, or workshop items. Any person desiring to make a public comment
must first fill out a speaker request form, and be recognized by the presiding officer. Individual citizen comments are limited to
three minutes. The City Council has no obligation to respond in any manner to comments or questions from the public. Any
response from a member of the City Council to comments on items not listed on the agenda is limited to a statement of specific
factual information, a recitation of existing policy, or direction to staff to place the subject on the agenda for a future City
Council meeting.
EXECUTIVE SESSION
Pursuant to the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, the City Council
may convene into Executive Session to deliberate regarding the following matter:
Sec. 551.071 Consultation with Attorney: The City Council reserves the right to adjourn into Executive
Session at any time during the course of this meeting to seek legal advice from the City Attorney about
any matters listed on the agenda, and the following topics:
(a) Cause No. 141-290750-17, City of Westworth Village, Texas v. City of White Settlement, Texas;
RECONVENE IN OPEN SESSION
Take action, if any, on items discussed in Executive Session.
CONSENT AGENDA
All items on the Consent Agenda are routine or previously discussed items and will be approved with one motion; however,
should a member of the City Council wish to discuss any item, said item may be removed from the Consent Agenda and
considered under Deliberation Agenda.
3) Approval of City Council meeting minutes:
a) February 4, 2020 joint with EDC at 6 PM;
b) February 4, 2020 at 7 PM;

d) February 14, 2020
4) Acknowledge receipt of Monthly Financial Statements for FY 19 – 20 as of January 31, 2020.
5) Acknowledge acceptance of the White Settlement Police Department 2019 Annual Racial Profiling
Report.
6) Acknowledge acceptance of the White Settlement Marshal’s Office 2019 Annual Racial Profiling
Report.
7) Approval of a resolution authorizing continued participation with the ONCOR Cities Steering
Committee (OCSC); and authorizing the payment of seven cents per capita to the steering
committee to fund regulatory and legal proceedings and activities related to ONCOR Electric
Delivery Company, LLC.
DELIBERATION AGENDA
FINANCE:
8) Discuss and consider award of RFP 2020-001 for General Towing, Storing & Impound Services to A-1
Wrecker Service and authorizing the City Manager to enter into a contract with A-1 Wrecker Service.
9) Discuss and consider Fiscal Year 2020-2021 Proposed Budget Calendar, accepting meeting dates and
confirming attendance by roll-call vote.
PLANNING AND DEVELOPMENT:
10) Hold a PUBLIC HEARING and consider a final plat described as Saddle Hills Add., Block 6, Lot 1R,
more commonly known as 8308 Wilbur.
11) Hold a PUBIC HEARING and consider a final plat described as Saddle Hills Add., Block 4, Lot 9, more
commonly known as 704 Hackamore St.
ADMINISTRATIVE:
12) Discuss and consider proposed banquet and convention center name for the Splash Dayz
Convention Center to better identify and market the location as a banquet and meeting location.
13) Discuss and consider appointments to the following boards/commissions:
a) Library Board Place 5, currently vacant, with the term to expire February 2022
b) Library Board Place 6, currently vacant, with the term to expire February 2022
c) Youth Advisory Commission with term to expire May 2021
