Board Chairperson Karen Rotkis called the meeting to order at 4:48 PM
Board Secretary Robert Wolfinger called roll call and announced there was a quorum.

Commissioner Wolfinger made a motion to approve the Minutes from the March 5, 2026,
meeting, seconded by Commissioner Crites.
Motion was passed by a unanimous vote.
2025 Annual Report of Activities
Secretary Wolfinger presented to the Commission the “2025 Annual Report of Activities” that
will be submitted to the State of Ohio.
Commissioner Wolfinger made a motion to approve the “2025 City of Lancaster, Ohio CSC
Report of Activities” seconded by Crites. Motion was passed by a unanimous vote.
Fire Department Promotion Vendor
Fire Chief Schultz has some concerns regarding the current use of the Ohio Association of Fire
Chiefs (OAFC) conducting the Promotion evaluations for the candidates applying for a
promotion. His primary concern is OAFC is not using current evaluation questions and
techniques. Chief Schultz has been interviewing several companies who perform the same
services. It is Chief Schultz recommendation and supported by SSD Woody to use “RC Fire &
EMS Solutions” in the next testing cycle.

Commissioner Rotkis made a motion to retain the services of “RC Fire & EMS Solutions” to
provide testing services for the Lancaster Fire Department in amount not to exceed $8,500 and
subject to final approval by the Civil Service Commission Board prior to entering into a contract.
Seconded by Commissioner Crites. Motion was passed by a unanimous vote.
Discussion regarding Rules and Regulation Document
Secretary Wolfinger and Assistant Law Director Harden led a discussion regarding the review
and potential updates to the City of Lancaster Civil Service Commission Rules and Regulations.
This document has not been reviewed for a number of years. It is important to be following the
Ohio Revised Code and City of Lancaster policies and procedures. Mr. Harden will be emailing
the group the first draft of the document in the near future for everyone to review and provide
feedback. A follow-up discussion will be held during May 5, 2026, CSC meeting.
Commissioner Rotkis term of office expired on March 31, 2026.
Mayor McDaniel by proclamation appointed Karen Rotkis to another 6-year term.
Commissioner Wolfinger made a motion to extend Commissioner Rotkis’ term until March 31,
2032, seconded by Commissioner Crites. Motion was passed by a unanimous vote.

Police Staff Lieutenant Underwood requested the CSC to forward the testing result documents to
each of the 4 candidates who participated in the recent Sergeants promotion process. Each
applicant will only receive a copy of their individual test. Secretary Wolfinger will follow
through with this request.
Police Chief Snyder will be making a presentation to the Ohio Association of Chiefs of Police
(OACP) at their upcoming meeting on May 3rd and May 4th.
The next meeting will be held at Lancaster City Hall, E Main St., Lancaster, Ohio, 43130, 1897
conference room, on Tuesday, May 5, 2026, at 4:45 PM.
Chairperson Rotkis adjourned the meeting at 5:34 PM.
