OSKALOOSA CITY COUNCIL
SPECIAL MEETING
March 23, 2026
The Oskaloosa City Council met in special session on Monday, March 23, 2026 at
5:00 p.m. with Mayor Pro Tem Drost presiding and the following members answering
roll call: Almond, Caligiuri, Drost, Hermsen, Ibrahim and Sword. Absent: Holmberg.
Hermsen joined the meeting electronically.
It was moved by Caligiuri, seconded by Ibrahim to approve the March 23, 2026,
Special Meeting Agenda. The roll was called and the vote was:
AYES: Almond, Caligiuri, Drost, Hermsen, Ibrahim and Sword
NAYS: None
Whereupon the Mayor Pro Tem declared said motion approved.
Andy Holmberg entered the meeting at 5:06 p.m.
The Mayor Pro Tem announced this is the time and place for the public hearing
for considering the proposed property tax rate and levy for the city’s fiscal year 2027.

East; and Teri Rogers, 1706 South 2nd Street, commented. There were no written
comments received. The Mayor Pro Tem declared said hearing closed.
It was moved by Ibrahim, seconded by Caligiuri that the meeting adjourn. Motion
carried unanimously. The meeting adjourned at 6:09 p.m.
