Please email the City Secretary at: aarnold@wstx.us if you plan to provide comments during citizen
participation or an agenda item. In order to facilitate citizen comments during the meeting, each name on
the speaking list will be called at which time you will be provided an opportunity to comment. In lieu of
participating in the meeting, you may also email your comments to the City Secretary at: aarnold@wstx.us
no later than one hour prior to the meeting, and any comments submitted will be read aloud during the
respective agenda item.
Although this meeting will be held remotely via videoconference, the public may also speak on agenda
items in person at City Hall, where technology will be in place to allow participation.
CALL TO ORDER
INVOCATION / PLEDGE OF ALLEGIANCE
CITIZEN PARTICIPATION
The purpose of this item is to allow citizens an opportunity to address the City Council on items that are not listed on the agenda,
as well as any consent agenda, executive session, or workshop items. Any person desiring to make a public comment must first fill
out a speaker request form, and be recognized by the presiding officer. Individual citizen comments are limited to three minutes.
The City Council has no obligation to respond in any manner to comments or questions from the public. Any response from a
member of the City Council to comments on items not listed on the agenda is limited to a statement of specific factual information,
a recitation of existing policy, or direction to staff to place the subject on the agenda for a future City Council meeting.
CONSENT AGENDA
All items on the Consent Agenda are routine or previously discussed items and will be approved with one motion; however, should
a member of the City Council wish to discuss any item, said item may be removed from the Consent Agenda and considered under
Deliberation Agenda.
1) Approval of City Council meeting minutes:
a) August 4, 2020;
b) August 11, 2020; and
c) August 25, 2020
2) Acknowledge receipt of Monthly Financial Statements for FY 19-20 as of July 31, 2020.
3) Approval of fiscal year 2020-2021 contract for emergency dispatch services with Tarrant County Fire
Alarm Center.
DELIBERATION AGENDA
FINANCE:

4) Discuss and consider a resolution approving the terms and conditions of the agreement between
Valley View Consulting, LLC and the City of White Settlement for Investment Advisory Services.
5) Discuss and consider a resolution acknowledging the Annual Review and approval of the Official
Investment Strategy and Invest Policy.
6) Discuss and consider an ordinance adopting the City of White Settlement Annual Operating Budget
for Fiscal Year 2020-2021.
7) Discuss and consider an ordinance affixing and levying a Municipal Ad Valorem Taxes for the City of
White Settlement, Texas for Fiscal Year beginning October 1, 2020 and ending September 30, 2021;
providing for collection of Ad Valorem Taxes.
8) Discuss and consider motion to ratify the Property Tax Revenue increase reflected in the Fiscal Year
2020-2021 Budget.
ECONOMIC DEVELOPMENT:
9) Discuss and consider a resolution adopting the Economic Development Strategic Plan.
PUBLIC WORKS:
10) Discuss and consider Resolution and Advance Funding Agreement for congestion mitigation and air
quality improvement, surface transportation block grant, and local contribution program between the
City and Texas Department of Transportation for the TxDOT Las Vegas Trail Project.
ADMINISTRATION:
11) Discuss options to regulate carports in the city.
EXECUTIVE SESSION
Pursuant to the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, the City Council
may convene into Executive Session to deliberate regarding the following matters:
Sec. 551.071 Consultation with Attorney. The City Council reserves the right to adjourn into Executive
Session at any time during the course of this meeting to seek legal advice from the City Attorney about
any matters listed on the agenda
Sec. 551.072 Deliberation Regarding Real Property: The City Council may deliberate the purchase,
exchange, lease or value of real property, including consideration of offers made on such properties,
including 7945 White Settlement Road.
RECONVENE IN OPEN SESSION
Take action, if any, on items discussed in Executive Session.
