PLANNING & DEVELOPMENT BOARD AGENDA
The regular meeting of the PLANNING & DEVELOPMENT BOARD will be held at 6:00 p.m. on TUESDAY, FEBRUARY 24, 2026 in the
Common Council Chambers on the third floor of City Hall, 108 E Green Street. The meeting will also be streamed on the

Instructions for commenting to the Planning Board
Scheduled Public Hearings (Refer to the agenda for projects that have scheduled public hearings.)
There are two options to participate in a Public Hearing:
1. Submit comments by email no later than 12 p.m. on the day of the meeting (contacts below). Each comment is
limited to three minutes. Indicate in your email that the comment is for a public hearing.
2. Attend the meeting via Zoom and speak directly to the Board. Comments are limited to three minutes.
General Public Comments
Public comments are heard at the beginning of the meeting via Zoom. Written comments should be sent to the contact(s)
listed below. All comments received will be forwarded to the Planning Board for their consideration. Written comments
received in advance of the meeting give the Board/Committee time to consider them fully. If you want your comment read
aloud, please state so in your email and limit the comment to three minutes.

Project Description: The applicant proposes to construct a new 4-story apartment building approximately
75,250 SF gross floor area. The building will contain 59 residential units, a community room, support spaces,
bike storage, 2,307 sq ft of retail, and a ground floor parking area with 27 parking spaces. The project is

located in the WEDZ-1a zoning district and is expected to not require any variances. This is a Type 1 Action
under the City of Ithaca Environmental Quality Review Ordinance §176-4 B.(1)(k), (l), and (n), and the State
Environmental Quality Review Act (“SEQRA”) §617.4 b. (11) and is subject to environmental review.

B. Project: The Hive Presentation 6:40

Actions: Public Hearing Amended CEQR Determination
Project Description: The Planning Board granted preliminary and final approval of this project on
September 27, 2022 and granted an extension for site plan approval on September 26, 2024. The applicant
now proposes changes to the site plan due to newly adopted FEMA floodplain and regulatory floodway
maps. The changes include but are not limited to moving the location of both buildings, changing outdoor
amenities, and changing the unit count and square footage of the project. The project is located in the
Cherry Street District Zoning District and will require variance(s). This has been determined to be a Type 1
Action under the City of Ithaca Environmental Quality Review Ordinance §176-4 B(1) (h)[2], (k), and (n) and
the State Environmental Quality Review Act (“SEQRA”) §617.4 (b)(11) for which the Planning Board, acting
as Lead Agency, issued a Negative Declaration of Environmental Significance on August 23, 2022.

Project Description: The applicant proposes to demolish an existing 1-story fire station and construct a
new 8-story 55,000 SF mixed-use apartment building with 77 units and ground story 1500 SF retail space.
The project is located in the MU2 and will not require any variances. It is subject to Collegetown Design
Guidelines. This has been determined to be a Type 1 Action under the City of Ithaca Environmental Quality
Review Ordinance §176-4 B(1)(k) & (l), and the State Environmental Quality Review Act (“SEQRA”) §617.4
(11) and is subject to environmental review.

Project Description: The applicant proposes making site improvements and installing two 600 SF awnings
to the east and west sides of the existing buildings. The project site improvements will disturb
approximately 29,185 SF (.67 acres) of the 2.37-acre site and include removing paving, improving
drainage, formalizing parking and loading areas, and adding green space. The applicants propose adding
22 parking spaces to the site for a total of 67 proposed spaces. The project is located in the B-5 zoning
district and is expected to not require any variances. This is an Unlisted Action under the City of Ithaca
Environmental Quality Review Ordinance §176 and the State Environmental Quality Review Act (“SEQRA”)
§617 and is subject to environmental review.
