In attendance Commissioners Rick Ranstead, David Sommers, Bryan Lewis, Auditor Katherine Adamson and Attorney Holli Shorter-Pifer. VETERANS SERVICE AFFAIRS- Mr. Mark Gourley NW District Service Officer for the IN Department of Veterans Affairs presents changes in department Senate Enrolled Act 4333 in 2025 IN General Assembly. IC 10-7-1. Veterans' Affairs have enacted accreditation standards for all Veteran Service Officers as well as introduced a bi-annual report to the Board of Commissioners. Fulton County Veterans Service Officer complies. Mark will present bi-annually his report to the Commissioners. Maintenance- Kerry Fear states they are working on the lightning strike from the Courthouse. Phase 1 ($32,000) is complete and Phase 2 ($56,000) has begun. Generator is currently being worked on and will hopefully be finished soon. Courthouse chiller pump did go out and is roughly $3,400 to fix, but to replace is $5,600 with a 10-12-year warranty. He does have the money in his budget. There was a leak in the Annex building this morning that is being fixed as well. Insurance is covering the Phase 1 and Phase 2 for the Courthouse lightning strike. The Bobcat did spring a leak, but is being repaired in Warsaw. HIGHWAY DEPARTMENT-John Geier present a permit for NIPSCO, 1393 E Lucas Street. Rick Ranstead makes a motion to approve the permit, Bryan Lewis seconds. Carries 3-0. John states the crew has been plowing snow, has brought in 100 tons of salt. John asks Travis if there has movement on the electronic signs. Community Crossings, March 30th at 1: 00 PM there will be a meeting with Central Paving where projects will be discussed. Last week, INDOT and USI had a meeting for a preliminary field check for US 31. Project is on course. Project is Tippecanoe River Bridge (350 N to State Rd 110) repaving and milling. Buggy lanes being put in 450-550 N. This is a 5-year Federal Aid project. EMA- Dawn Sewell rep01ts that she is down one Deputy Director and is keeping position open. She is also down a truck due to power steering and break lines. Reporting is underway for the state. Multi Hazard Plan is under way with the Burke Company. Multi Hazard Table Top exercise is with LEPC and is being done in house. Outline is 2/3 done. Community Emergency Plan is also underway. A lot of large projects are going on. Dates for EMA board meetings are being sent out this week and will be out once a quarter. ,, COMMUNICATIONS- Brittany Thompson reports EFD is training is done and will be going live next C week. Brianna Small and Brittany will be going through Fire Quality Assurance class this week and will s be qualified. She is updating standards EMD, EFD, EPD for clarifications in dispatch. She is still working ::J on a skeleton crew due to sickness. There was a meeting with Parkview due to address discrepancies. She () would like to push out community alerts and is working with Travis to add this additional resource. 0 C: ASSESSOR-Kasey Hensley states assessor's office is completing the annual assessed mobile homes. ::J Form 2s will go out Feb 27th, per the state of IN. January 20th she was at continuing education and ~ discussed about spatial awareness and active shooter training. She questions how do we know there is a ~ situation and what do we do? After speaking with Josh, our current duress system does notify proper 8 authorities but does not notify other offices. Josh states we may want to do a practice exercise. There will a. be a change so now a silent alert will go out to other office's computers. EMA is working on updating a very outdated active shooter plan. February 20th Kasey will be in DC to discuss Farm Conservation C..D, Programs, Safety, and USDA . IT- Josh Sriver discusses the Fulton County Government website. There was a pamphlet created and department heads were trained on the website and how to get signed up for the website. There is a 400 lb unit in the server room that needs to be put into place and will be asking help from Surveyor. Security Cameras externally will be put into place once weather warms up. SOIL AND WATER- Megan Malott states they are busy with their annual meeting on February 9th, 6:00pm. This meeting is free to the public and a meal is included. There will be garden workshops (paired with Purdue Extension) coming up- March 31st, April 2°d, 7th, and 9th from 5:00 pm to 6:30 pm. There is a small cost. She is currently working with SBOA and other administrative duties. WOODLAWN- Brad updates that the new EPIC system has been live for about 6 months. There will be a turnaround in the hospital finances. Last year was about a $3 million loss due to a change in software, expect to see increase. CERTIFICATE SALE RESOLOTION- 02022026 Resolution establishing the intent to conduct a commissioners' sale to sell tax sale certificates for properties that are severely delinquent in payment of property taxes. Commissioner Lewis makes a motion to approve, Commissioner Ranstead seconds. Motion carries 3-0. INTERLOCAL AGREEMENT- 2026 lnterlocal Agreement between the City of Rochester and Area Plan Commission for $53,088.15 signed and in agreement. He does state he is on the Area Plan Board and will not answer questions outside the board. A commissioner meeting can be held 48 hours after the Area Plan meeting to decide.
