Indiana, do hereby certify with regard to all proceedings of the date above; that all of the subjects
included in the foregoing proceedings were contained in the agenda for the meeting, kept
continually current and available for public inspection at the office of the County Auditor; that
such subjects were contained in said agenda for at least twenty-four hours prior to said meeting;
that the minutes of the meeting were in written form and available for public inspection

Tuesday, April 15, 2025
MEETING CALLED TO ORDER at 5:00 PM with Pledge to the Flag. Present: Council President Ron
Dittman, Council Vice President Pete Karas, Council Member Steve Fishburn, Council Member Patty
Geier, Council Member Barry Baldwin, Council Member Chayse Thompson, Council Member Randy
Gundrum, and Auditor Katherine Adamson.
COMMUNICATION: Brittney Thompson discussed the plan for police implantation in July. This is
related to priority dispatch. She has split dispatch in half so people can come in and teach the girls. She
has rewritten the policies regarding the storm sirens. This last storm was the first storm since the new
policy was implemented. They have done well with the storm and have received a high number of calls.
On April 22"d, Brittney and her assistant Jennifer Duff will be at a conference in Caramel. This week is
Telecommunicator week, so they have been doing things. There is now an open position. She discussed
the reports for March.
CLERK - Dawn Ziemek discussed splitting Richland precinct for Commissioners. She also discussed to
contract with Pay Comt to collect fines and fees that are past due from 2000. A good chunk of that money
will go to the county. She also discussed that they are cleaning out the attic. She also has an appropriation
in and would like to start imaging with her clerk perpetuation fund.
HIGHWAY - John Geier discussed the routine work the guys have been doing. They replaced a large
culvert on 375 West that was 8 feet around and 225 feet long, this was a Community Crossing Project. He
informed the Council Members of the Mayor asking for 2,000 Tons of Millings, which had been
approved by the Commissioners. Pete asked if they were charging to haul it. He opened discussion of the
last bond, which was $382,240 set aside for Bridge 161 (it will not be built until June), which was a $1.2
million bridge. The money had not been set aside for a bond and that amount ended up being used for
equipment. That money is still sitting there and they have already met their match, meaning the bridge is
paid for and INDOT has taken care of everything. He is asking if that money can still be allocated to the
Highway so they can use it for the things they need out there. Council Member Randy Gundrum
motioned to approve the allocation of $382,240 for other uses, Council Member Barry Baldwin seconded,
motion carries 7-0. He also discussed that they have junk concrete and asphalt, which Jackson Excavating
is graciously taking. They were thanked.
SHERIFF - Travis Heishman discussed the repo1ts. They had testing for Merit Deputies, they plan on
taking two candidates to the Merit Board. They added Southern District comts to the MOU with the U S
Marshals. It is the exact same per diem, reimbursement and hourly rate. The only difference is if they
have court, it will be in Indianapolis. The first two weeks in May are Corrections Week and Law
Enforcement Week. They have not decided on a fundraiser that they want to do yet. Ron asked about the
invoiced amount for the Maintenance Building, which was $92,942.50. He also asked how much that
building was costing the county, Travis said he'd have to look into it. Ron discussed how last year they
had appropriated $100,000 in July, and $50,000 in November. Last month, there was issues regarding the
concrete. Travis explained that the amount that was left over from last year was moved back and never
got encumbered, and that $50,000 was for Electric, Gas, and Concrete. Travis is positive that the cost of
the building should be under $200,000 but he is unsure of an exact amount. The council felt that they had
approved the cost of the building to not exceed $150,000. Travis said he will get all the information
together for the next meeting.
SURVEYOR - Seth White discussed the issues with Mud Lake. They lost a ditch, so they built the dam
up higher than it was when it blew in March. Luckily, the water has come back up quickly, which is great

but now it is going over the bank (which was the intentions to begin with) and onto a Property Owner's
ground and coming back into the ditch. Seth had called and explained it to him (Property Owner had said
he understood, and is a designated wet land), but now the Property Owner is wanting a fix. The County
Attorney has told Seth to just hold where he is at and not do anything, but Seth and the Commissioners
have come up with a possible solution. They could take a dirt dam they have now, put in a tile and
basically treat it as a control structure. They can slowly let the first one loose, so the water is not beating
on it and let the water come through. The risk that comes with this is if water gets under that pipe, it could
erode out and could cause the loss of both dams and the lake. The second dam would cost $1,800, they
could also add a plate that will help with the erosion of $500. He would be asking for $2,500 if they were
to go through with this. He reminded them that the Attorney is telling him to wait until the permits come
through. As far as funding goes, the residents feel that they should not be the ones to pay for this mistake
(a county mistake). Ron agrees that the residents should not pay for it, but why pay for a temporary fix
when there is a plan for a permanent fix. DNR is not going to force anything as it is between the Property
Owner and County. Council Member Pete Karas motioned to follow legal council's advice and do
nothing until they get the permits from RQAW, Council Member Chayse Thompson seconded, motion
carries 7-0.
TREASURER-Jennifer Utter discussed being busy collecting taxes.
RESOLUTION 04152025 - Rainy Day Resolution was read by Council President Ron Dittman. Council
Member Steve Fishburn motioned to adopt the Resolution 04152025, Council Member Chayse Thompson
seconded, motion carries 7-0.
ORDINANCE 04072025 - Grant Approval Ordinance was read by Council President Ron Dittman.
Council Vice President Pete Karas motioned to approve the first reading, Council Member Randy
Gundrum seconded, motion carries 7-0. Council Vice President Pete Karas motioned second reading by
title only, Council Member Steve Fishburn seconded, motion carries 7-0. Council Vice President Pete
Karas motioned to approve the second reading, Council Member Randy Gundrum seconded, motion
caiTies 7-0. Council Vice President Pete Karas motioned to approve the final reading and adoption,
Council Member Randy Gundrum seconded, motion carries 7-0.
JOB CLASS RECOMMENDATION -The Recorder had asked to hire an additional part-timer to help
with transferring records to digital. She asked if instead of hiring a second part-time person, if she could
give her current part-time person a $2.50/hour raise. The Job Classification Committed saw no problem
with this. Council Member Steve Fishburn motioned to approve the raise, Council Member Barry
Baldwin seconded, motion carries 7-0.
MINUTES - Council Member Randy Gundrum motioned to approve the meeting minutes for March
18th, 2025, Council Member Chayse Thompson seconded motion carries 7-0.
ADDITIONAL APPROPRIATIONS - approved as presented with the exception of the 4301 Fulton
County Jail Maintenance Fund request for $50,000.00. After some discussion this appropriation was tabled
until the next meeting, May 20, 2025.

Council Member Steve Fishburn motioned to table (5/20/2025), Council Member Pete Karas

OLD BUSINESS-. Council Vice President Pete Karas discussed they need to spend more time with
Department Heads when Budget time comes around. He feels the 10-15 minutes they have with each
Department Heads is not enough time when they have large budgets.
NEW BUSINESS - Council Member Chayse Thompson discussed having someone from EMS Parkview
come into the board meetings so they can get an update on things. They discussed Karla who comes out
and gave an update in January. Thyy would like to have her come out more often.
Council Member Chayse Thompson also wanted to see what everyone thought about having an attorney
present at the meetings. Katherine Adamson reminded them that having an attorney present is an
additional cost. They discussed maybe "shopping around" for an attorney, and the others agreed.
Council Member Patty Geier mentioned that the SB 1 passed and that they need to move quickly on the
wrap around bond.
Council President Ron Dittman discussed having one more year on the GO Bond. One of the amendments
on the SB 1 is you have to wait a year after paying off a bond to apply for a new one. He explained how
bonds work. As a County, there are several large projects that need done. The roof and windows at the
Courthouse need fixed. An old quote for the roof is $1. 7 million. They need to have this process done by
budget time. Council Vice President Pete Karas also discussed that the ambulances will need replaced
before long as well. He also said if they waited any longer they could potentially pay more interest.
Council Member Barry Baldwin motioned to approve proceeding with Baker Tilly, Council Member
Chayse Thompson seconded, motion carries 7-0.
Council President Ron Dittman also discussed that he was under the impression that it was only one room
that needed new windows but it is actually all of them. They got a quote from Elevatas for $19,500 to
evaluate and do specs for the windows. They will need to pay an architect to make sure who ever bids this
job does it correctly. They discussed how they would pay for the specs to get done. Council Vice
President Pete Karas motioned to get Elevatas to write the specs, Council Member Randy Gundrum
seconded, motion carries 7-0.
Council President Ron Dittman also discussed TIF Districts. The City will be establishing a TIF District
for the New Industrial Park south of town.
FEDCO - Michael Ladd discussed the dues check will be cut tomorrow for the Regional Planning
Commission. Michael gave a report on the housing projects. They are apart of a regional agricultural
strategy. In May, there will be a luncheon for the presentation of the final process. He also discussed
FEDCO applying to Duke Energy's $40,000 grant for Child Care Study, which was requested by the two
school systems and the Chamber of Commerce.
