Present: Ron Dittman, Steve Fishburn, Patty Geier, Randy Gundrum, Pete Karas, Barry Baldwin, Chayse Thompson and Auditor Katherine Adamson. HSA ISSUE - Council Member Ron Dittman asked if anyone who had taken the Medicare rolled back their Medicare. They cannot pay HSA if people are on Medicare so there is cun-ently nothing they (the council) can do. He referenced the IRS rules regarding the situation. Doug Garvison discussed his qualm. Council Member Ron Dittman discussed how when he was given similar advice he sought professional advice related to the issue. He agreed with Doug that government websites are confusing, but he should have sought legal advice. They ( council) believe it is time to move on. Darron gave an explanation regarding being eligible for HSA contribution. He gave his opinion for the council to back pay them and discussed not knowing the legal steps to make any exceptions as there are no guidelines from the IRS. They cannot help that people were given bad advice, but currently see no way to right the situation in a way that would appease those with the bad advice. Council Member Randy Gundrum is curious as to what legal council would say about the situation. Council Member Ron Dittman said it would be a tax attorney or someone of that nature who would be able to give the best advice on the matter as it is not the county attorney's area of expertise. Da1TOn explained that it was not discrimination based on age, it had to do with being on Medicare. Council Member Baey Baldwin discussed having a tax attorney on his staff who may be able to give an answer to a specific question regarding the situation. Darron was released and thanked for coming. He mentioned his team would be up the following day for open enrollment. 0 PLAN COMMISSION AMENDMENTS - Heather Redinger discussed the fee structure for battery storage. She researched other (smTOunding) counties to come up with the new fee schedule. Council Member Chayse Thompson motioned to approve the Fee Schedule, Council Member Pete Karas seconded, motion can-ies 7-0. TABLED ADDITIONAL APPROPRIATION RECORDER-Council Member Ron Dittman explained they were questioning the amount for one person for a single month. Deb Bock gave an explanation to how she got the amount she was requesting. HR Christina Haughs is going to work with Deb to get the amount figured out. It was decided that the additional appropriation was not needed and Deb will submit a transfer request to the Commissioners on December l and Council will get it on st December 9th. RESOLUTION 11182025 -2026 Council Meetings. Council Member Ron Dittman read the resolution. Council Member Pete Karas motioned to approve Resolution 11182025 2026 Council Meeting Dates, Council Member Randy Gundrum seconded, motion caiTies 7-0. SALARY ORDINANCE - Council Member Steve Fishburn motioned for the 3rd (final) reading of the Salary Ordinance by title only, Council Member Pete Karas seconded, motion can-ies 7-0. Council Member Ron Dittman read the title only. Council Member Patty Geier motioned to approve the Salary Ordinance for 2026, Council Member Randy Gundrum seconded, motion carries 7-0. CHARLIE SP ARKS 2026 CONTRACT - Charlie Sparks introduced himself. He explained the updated scope of work. They discussed a building in Kewanna and a hotel. Charlie explained that his contract is the same as the previous years. Council Member Barry Baldwin asked what specifically Charlies role 0 was, Charlie explained his position and what he does for the county. Council Member Barry Baldwin asked if Charlie would be willing to give monthly updates, he agreed. Council Member Pete Karas agreed [PAGE 3] G with Council Member Barry Baldwin and requested at the minimum he come in quarterly. Council Member Ron Dittman read a letter from Mayor Ordell to the Council. The mayor endorsed Charlie Sparks contribution to the county. Charlie Sparks finished with the yearly report. Council Member Randy Gundrum motioned to approve the 2026-Contract, Council Member Barry Baldwin seconded, motion carries 7-0. PAT BROWN - Council Member Ron Dittman requested that Pat Brown condense his speech and explained that SEA 1 is in flux so they cannot decide on the matter. Pat Brown discussed SEA 1. He thinks council should have a plan for today even if it may not be executed. He feels they know enough about possible outcomes to start a plan. Council Member Ron Dittman discussed they will be short as a county next year so they cannot decide. Council Member Pete Karas asked for clarification on Pat's proposal. Department Heads: HIGHWAY - John Geier discussed the routine work they have been doing. Bridge 161 is completed. SHERIFF - Matt Utter gave an update on the inmate count. The tow letters have been sent to the tow companies to get them in the rotation for 2026, they have until December 19th to get everything turned in. CPR/AED training is almost completed. He thanked Brad at Woodlawn for sponsoring the training. Trot with a Cop is on Saturday, November 22nd so there may be road closure on the west side of town. FULTON COUNTY HOPE -Amy Roe discussed the warming center would be open on Saturday November 22nd, if the weather is 45 degrees or colder at The Church of Nazarene. They are always in need of volunteers. She thanked Pat for allowing them to use their space for the Beaman Home. She also 0 announced the quarterly meeting would be at the Outlet Center on Wednesday, November 191h at 11 A.M. ADDITIONAL APPROPRIATIONS - approved as presented Department Fund For Amount Public Defender 32025 Personal Service $10,000 While we have converted the fourth contract to being full-time to combat this issue moving forward, the significant increase in cases this year resulted in the office having to appoint conflict attorneys until the council could approve making that change to the. contract. OLD BUSINESS - Council Member Ron Dittman discussed the windows for the courthouse. He discussed having spoken to contractors and he went about it wrong. He will need to resend the request. He apologized for his mistake. NEW BUSINESS - Council Member Steve Fishburn discussed Treasure for Tots the date is Saturday December 13th from Noon to 4 at the Fulton County Fairgrounds. o Katherine Adamson stated that they had received the 1782 Notices and the budgets have been approved. Council Member Ron Dittman thanked everyone for their work.
