IV. General Class Contractor License Applications
Carl Andersen explained
the Board of Review process to the contractors in the room.� He explained that each contractor will be
called on to give their full name, company name, the reasons for requesting a
contractor license in Teller County, and the type of license for which they are
applying.
Jeff Smith arrived at the
meeting at 2:03 p.m.
Carl Andersen recused
himself as Chair for the first contractor item at 2:04 p.m. due to a conflict
of interest, as he is the father of the examinee.
A. Andersen
Enterprises, Inc., Carl Andersen Jr., Class A
Carl Andersen Jr.
introduced himself and stated that he has been with Andersen Enterprises, Inc.
since 2013. He reported that he recently passed his Class A examination in
January and is seeking to obtain a Class A license.
Mr. Andersen Jr. described
his project experience, including work on a hospital addition in Woodland Park,
CO, which involved an emergency staircase. He also reported completing interior
remodeling projects for a local veterinary clinic and various schools. �

B.
BELFOR
USA Group, Inc., Brian Lowery, Class A
Brian Lowery introduced
himself and stated that he has been with BELFOR USA Group for twenty-seven
years. He reported that he passed the ICC examination for the G-12 in September
2025 and is seeking to obtain a Class A license.
Mr. Lowery described his
experience as a lead superintendent on a ground-up rebuilding of a textile
factory in Bremen, Indiana. He also reported completing ground-up
reconstruction projects for clubhouses and apartment buildings up to three
stories.
Additionally, Mr. Lowery
stated that he has been involved in one of the largest mold remediation
projects undertaken by BELFOR USA Group, located at the Sheraton World Resort
in Orlando, Florida. He further noted his experience on numerous hospital and educational
facility projects and stated that he has traveled nationwide serving as a
superintendent on multiple projects.
Board Discussion: The
Board inquired whether BELFOR USA Group had a specific project in Teller County
that would require a Class A license. Mr. Lowery stated that there was not and indicated that he is seeking the license in advance
for any future need.

& Company dba Jordy Construction, Micah Baber, Class A
Micah Baber introduced
himself and shared that his company has completed multiple ground-up
construction projects. He noted that they are currently working on several Chase Bank locations and have experience with
projects in Denver, Colorado, as well as restaurant buildings. He also
highlighted the company�s extensive background in government work.

Tranquility Homes, LLC., Harland Baker, Class C
Harland Baker introduced
himself and stated he has been building speculative homes in Fremont County and
Colorado Springs, Colorado, for seven years. Mr. Baker said that he has
purchased land in Teller County and would like to build homes on those parcels.
Board Discussion: Jerad
Bischoff clarified with Mr. Baker that any subcontractors working on his
projects must be licensed with Teller County. Mr. Baker confirmed that he
understands this requirement.

Mountain
Home Contractors, Kyle Strouse, Class C
Kyle Strouse introduced
himself and stated that he has been working in residential construction for
thirty years. He noted that over the last ten years, he has done business in
Denver, Colorado, including additions and crawl space conversions. He also stated
that he has built homes in Park County. He added that he has been receiving
requests to build homes in Teller County and is seeking to obtain a Class C
license to perform that work.
Board Discussion: Jerad
Bischoff inquired with Mr. Strouse about which other counties he is licensed
in. Mr. Strouse responded that he is licensed in Park County, Lakewood,
Jefferson, and most jurisdictions in the Denver metro area. �
Building Official report and recommendation: Janine
Snyder stated she supports a Class C license and is familiar with the
applicant�s work in Park County, noting that his projects rarely required
inspection corrections.

Luke Sanderson introduced
himself and stated that he has been in the construction industry for ten years.
He said that he primarily works in Colorado Springs, Colorado, but travels all
over the state. His company specializes in crawlspace-to-basement conversions,
historic preservation, relocating buildings, and custom home construction.

Tyler Scheer introduced
himself as the owner of TK Home LLC and stated that he has been building homes
in Teller County since 2018. He stated he was mentored by Michael Cantrell of
Rustic Mountain Builders, as well as Shawn Campbell. Mr. Scheer stated that he
started a company with Jordan Spear, Colorado Custom Built, but has since
disbanded his partnership with Mr. Spear. He stated that he seeks to continue
building and remodeling in Teller County with clients he has built relationships
with over the past several years.

True
North Construction Company, Derek True, Class C
Derek True introduced
himself and shared that he has been a custom home builder in Fremont County for
the past seven years. He founded True North Construction in 2019, specializing
in home additions and remodels throughout the county. Mr. True expressed
interest in expanding his work into Teller County, where he hopes to build one
to two speculative homes per year, while also remaining open to custom home
projects.
Board Discussion: Jerad
Bischoff inquired with Mr. True about other jurisdictions in which he is
licensed. Mr. True responded that he is licensed with the City of Florence, the
City of Canon City, and most jurisdictions in Fremont County. He also stated
that he holds a Class A license with Fremont County.

I.
Pinnacle
Remodeling LLC., Corey Creighton, C1
Corey Creighton introduced
himself and shared that his construction experience began during his military
service, during which he relocated frequently over a twenty-three-year period
and completed numerous renovation projects. After retiring from Fort Carson, he
worked as an operations manager for a real estate investment firm, where he
oversaw the remodeling of more than fifty properties. He has since started his
own business and is seeking independent remodeling work. He also noted that he
is licensed with the Pikes Peak Regional Building Department and Douglas
County.
Board Discussion: Jerad
Bischoff asked Mr. Creighton to clarify his understanding of what the Class C1
license allows him to build in Teller County. Mr. Creighton confirmed that he
understands its scope and stated that the Class C1 license aligns with his
intended work, as he plans to focus on interior remodels and non-structural
projects.

V. �����Board
Discussion
Dan Swallow, Community Development Director,
provided an update to the Board that Teller County administration is sending
the Community Wildfire Protection Plan map to the Wildfire Resiliency Code
Board for approval. He noted that he does not anticipate it will be approved.
The Board asked Staff about the timeline for when a
draft of the new code adoption will be available for review. Janine Snyder,
Building Official, confirmed that a draft will be ready for the next Board of
Review meeting on May 6, 2026.
